About this file
This is Amendment #0002 to a federal solicitation for backflow inspection, testing, and reporting services at Grand Canyon National Park (GRCA).
The amendment provides clarifications to Solicitation #140P1526Q0089 issued by the National Park Service Contracting Operations - Central office. The service involves inspection and testing of backflow prevention assemblies at GRCA, with all reports due by December 5, 2026. Key clarifications include: (1) NAICS code 221310 should be added to SAM.gov registration as soon as possible; (2) tester certifications are accepted from the California-Nevada Section of AWWA, ABPA, ASSE-affiliated with IAPMO, and AABP as of June 9, 2026; (3) pricing for all 313 GRCA backflow prevention assemblies plus 16 optional Horace Albright Training Center BPAs must be submitted as one consolidated lump-sum price with no separate breakouts; (4) repairs and replacements have been removed from scope per Amendment #1, with only inspection, testing, and reporting required; (5) inspections must be completed within 45 days from start date; (6) the Cross-Connection Control and Backflow Prevention Program Coordinator will serve as site contact for access coordination, providing 100% escort and facility access with no keys issued; (7) contractors must submit individual digital PDF reports (typed, not handwritten) with two JPG photos per assembly, with NPS providing a standardized Backflow Prevention Assembly Test, Schedule, Cost and Maintenance Record form; and (8) no additional fire-suppression-specific certification is required for fire-line assemblies. Amendment #: 0002
Backflow inspections, testing and reporting – GRCA
Question # Question Answer/Response
1. NAICS Code / SAM Registration:
The solicitation identifies NAICS 221310, Water Supply and Irrigation Systems. Is NAICS 221310 mandatory in
SAM.gov for an offeror to be considered eligible for award? Our current SAM.gov registration includes
NAICS 238220, Plumbing, Heating, and Air-
Conditioning Contractors. We are prepared to add
NAICS 221310, but SAM.gov indicates that adding a new NAICS code will require processing/verification time of at least 10 business days.
We suggest adding NAICS code that is listed in the solicitation as soon as possible.
2. Tester Certification:
The GRCA Cross-Connection Control Program lists
ABPA, PIPE, IAPMO, ASSE, and AABP as accepted certifying organizations. American Water Works
Association (AWWA) is listed elsewhere as a source of information, but does not appear to be included in the tester-certification list in Chapter 2.
Will an active AWWA Backflow Prevention Assembly
Tester certification be accepted for this RFQ, or must the tester hold certification from ABPA, PIPE, IAPMO, ASSE, or AABP prior to Notice to Proceed?
The following organizations are approved (as of 06/09/2026) as certifying authorities by ADEQ:
• The California-Nevada
Section of the American
Water Works Association
(CA-NV Section AWWA)
• The American Backflow
Prevention Association
(ABPA)
• The American Society of
Sanitary Engineering –
Affiliated with the
International Association of Plumbing and
Mechanical Officials
(ASSE – Affiliated with
IAPMO)
• All American Backflow
Prevention (AABP)
3. CLIN 0010 / HOAL Option Pricing
Please confirm how offerors should price the optional 16
Horace Albright Training Center BPAs. Should CLIN
0010 include only the base 313 GRCA assemblies, with the HOAL option priced separately in an addendum, or should the HOAL option be included in the CLIN 0010 lump-sum price?
One complete list of backflow prevention assemblies listed in attachment A, with no separate breakouts. This contract will be paid out through a lump-sum (price
/ cost) payment.
mailto:taylor_jones@ios.doi.gov
4. Repair Price List:
The SOW states that repairs and replacements will be determined based on submitted reports, deficiencies, and the approved Price List. Should offerors submit a repair and replacement price list with the quote package, or will the price list be requested after award?
Also, does NPS expect a repair price list for each backflow prevention assembly by make/model/size, or is it acceptable to provide a general repair rate schedule by labor category, assembly type/size, parts markup, and mobilization/special-access condition?
Per Amendment #1, released on
6/8/2026, an updated ‘Scope of
Services’ was provided which removed all mention and requirements of any type of repairs.
Inspection, testing and reporting of the units will be awarded from this solicitation.
5. Schedule / Completion Dates:
Section 7.3 states that the inspection schedule will reflect accomplishing all inspections within 45 days from the start of inspections. I also noted multiple dates in the solicitation/SOW materials, including August 31, September 15, October 30, and December 5.
Can you clarify the controlling completion schedule for inspection/testing, deficiency reporting, repairs/replacements, final testing, and final reports? If there is a document that details the last annual passing test that would be helpful.
Clarification for Completion Dates:
• SOW:
Comply with all requirements within the
2.1 Award / All reports on
inspections must be submitted no later than 5
December 2026.
7.3 Schedule / The
inspection schedule will reflect accomplishing all inspections within 45 days from the start of inspections.
• CCC/BP Program:
Comply with all requirements within the
Chapter 3 Test Report
Submission – submit testing reports within 5 business days of test completion.
Note: The dates of August 31, September 15, October 30, do not apply to the schedule of this contract.
6. Access Coordination:
Many assemblies appear to be located in close proximity by building, address, park area, or housing loop. Will
NPS provide a site contact to assist with access coordination, keys, escorts, housing access, and grouping assemblies by building or area?
Clarification - Access Coordination:
The Cross-Connection Control and
Backflow Prevention Program
Coordinator / Contracting Officers
Representative (FAC – COR) will be the site contact. The COR will assist with scheduling, (No Keys)
100% escort, building access, housing access, and grouping assemblies by building or area.
7. Reporting Format:
The SOW requires individual PDF reports, two JPG photos per assembly, hard copies, and a consolidated
Excel/CSV report. Is there a preferred NPS test report form or Excel template, or should the contractor provide its own format for approval prior to Notice to Proceed?
Historically, we were provided with NPS Form BF-1
Backflow Prevention Assembly Test And Maintenance
Record.
Clarification - Reporting Format:
• Individual (private company) digital PDF report, fully completed / detailed and typed (Not
Handwritten) (Front of page).
• Two JPG photos 1/2 page each. (Back of page).
• NPS will provide a NPS
Backflow Prevention
Assembly Test, Schedule, Cost and Maintenance
Record.
8. Fire Suppression Assemblies:
The SOW states that fire suppression assemblies must conform to NFPA 25 and 72. Does NPS require any additional fire-suppression-specific certification, licensing, or coordination with a fire sprinkler contractor for testing fire-line DC/RP assemblies?
Clarification - Fire Suppression
Assemblies:
No, NPS does not require any additional fire-suppression-specific certification. The backflow assembly is part of the potable water system. The fire suppression system starts at the 1st connection, just after the backflow prevention assembly downstream. This verbiage is required, if the type of backflow assembly is changed or altered from its original PE engineer design.
9. Quote Package Confirmation:
Please confirm that the required quote package consists of the completed checklist, signed SF18, signed amendments if applicable, completed price schedule, applicable provisions, capability statement/project narrative, three prior experience references, contractor core data, and any pricing addendum/repair price list if required.
Correct, minus the pricing addendum/repair price list per
Amendment #1 removal of any repairs.
