About this opportunity

The Government Publishing Office (GPO) has issued Amendment 2 to Special Notice 040ADV-25-R-0026 regarding a Building Information Model (BIM) project for the GPO Campus. This amendment extends the proposal submission deadline to November 17, 2025, at 5 PM EST and incorporates revised solicitation documents, including an updated Statement of Work (SOW) and Request for Proposal (RFP), as well as responses to contractor questions and a site visit attendance sheet. This is the final amendment before the proposal due date, and no additional questions or site visits will be accommodated. The solicitation seeks a qualified contractor to develop a comprehensive 3D digital model of the GPO's Washington, DC campus facilities. This is a civilian federal contracting opportunity classified under Architectural Services (NAICS 54131) and Drafting, Surveying, and Mapping Instruments (PSC 6675).

The GPO seeks to engage a contractor to create a detailed Building Information Model covering approximately 1.5 million square feet across four campus buildings (A, B, C, and D), utilizing 3D laser scanning technology and Autodesk Revit software to achieve 1-inch accuracy in capturing architectural, structural, mechanical, electrical, and plumbing (MEP) systems. The contract is structured as a firm-fixed-price engagement with an 18-month base performance period followed by up to four optional 12-month renewal periods, with the primary deliverables including a BIM Execution Plan, processed point cloud data, a comprehensive Revit model, and eight hours of staff training for GPO personnel. Key personnel requirements include a BIM Manager, Field Verification Lead, Modeler/Architect, and Data Integration Specialist, each with specified experience and educational qualifications in BIM workflows and facility management. The government will evaluate proposals based on technical approach and key personnel qualifications as primary factors, with past performance and price considered secondary to technical merit. All data processing must occur within the United States, and contractors must comply with security protocols including escorted facility access and potential background check requirements for field personnel.
