About this opportunity

The Government Publishing Office is seeking qualified firms to develop a comprehensive Building Information Model (BIM) of its entire Washington, DC campus, encompassing Buildings A, B, C, and D with approximately 1,500,000 square feet of gross area. The deliverable must include architectural, mechanical, electrical, plumbing (MEP), life safety components, major equipment, energy modeling, and detailed space management information identifying all assignable and common spaces throughout the buildings. Key requirements include conducting site surveys, performing 3D laser scanning, developing a BIM Execution Plan, creating a model with precise dimensional accuracy, and providing training on BIM management and execution. Evaluation will be based primarily on technical capability and key personnel qualifications, with past performance as a secondary factor, with technical factors weighted significantly more heavily than price. Proposals are due by 5:00 PM EST on September 30, 2025, with the solicitation having been posted on August 15, 2025.

This is a competitive procurement with no set-aside designation and no incumbent contractor identified. The contract will be awarded on a firm fixed-price basis to the offeror presenting the best overall value, with the government intending to award a single contract. The period of performance is 18 months, consisting of a 12-month base period and a 6-month option year. The work will be performed in Washington, DC at the GPO campus location (Washington, DC 20401). While specific award values or budget ranges are not disclosed in the available solicitation materials, the scope and complexity of creating a full-campus BIM model across four buildings suggest this represents a significant procurement within the architectural and surveying services category.

Notice text

GPO seeks proposals from qualified firms to create an as-built architectural 3D model, also known as a Building Information Model (BIM), of the entire Washington, DC GPO campus, Buildings A, B, C and D. The approximate gross area is roughly 1,500,000 square feet. The second and third floors of Building D have been scanned, and there is a model of the third floor. These floors will need either full scan and model, BIM coordination, or both. The BIM model is expected to encompass architectural, mechanical, electrical, plumbing (MEP), life safety components, major equipment, energy modeling, and space management information. The space management information to be identified includes identification, type and measurements of all assignable and common spaces and areas encountered in the buildings; types of spaces and areas may include corridors, offices, conference rooms, restrooms, shafts, mechanical rooms, elevators, and production areas. See RFP for more details.
