C.2 Background

The United States Government Publishing Office (GPO) is located at 732 North Capitol Street NW, Washington, DC 20401. GPO provides publishing and dissemination services for official and authentic government publications to Congress, Federal Agencies, Federal Depository Libraries, and the American Public.

C.3 Purpose

The purpose for this contract is to procure professional services for the 3D laser scanning and Building Information Model (BIM) generation of the existing facility in GPO headquarters. The objective is to develop an accurate and up-to-date three-dimensional digital representation of the facility’s current as-built conditions, including architectural, structural, and major mechanical, electrical, and plumbing (MEP) systems.

Existing facility drawings are incomplete, outdated, and inconsistent with actual field conditions.

Accordingly, this contract seeks to establish a verified and comprehensive as-is model that will serve as the authoritative reference source for all future planning, design, renovation, construction and facility maintenance activities.

The resulting BIM deliverable shall:

• Capture and document the existing built environment with the specified level of information need and completeness.

• Provide a consistent and measurable spatial foundation for future BIM coordination, clash detection, and design integration.

• Enable data interoperability with design, construction, and facility management systems through adherence to open data standards; for example, Industry Foundation Classes (IFC), Construction-Operations Building information exchange (COBie).

• Support long-term asset management and digital transformation initiatives by providing scalable and maintainable digital representation of the facility

This contract is intended to establish the baseline digital model upon which all subsequent BIM management, renovation, and capital improvement projects will rely, ensuring that future work is based on verified, precise, and current building information.

C.4 Scope of Work

GPO seeks proposals from qualified firms to create an as-built architectural 3D model, also known as a Building Information Model (BIM), of the entire Washington, DC GPO campus, Buildings A, B, C and D. The approximate gross area is roughly 1,500,000 square feet. Building D’s third floor will likely be in construction when the scanning begins. Because of construction activity, this floor will be scanned and modeled based on the condition at scan time. The BIM model is expected to encompass architectural, mechanical, electrical, plumbing (MEP), life safety components, major equipment, and space management information. The space management information to be identified includes identification, type and measurements of all assignable and common spaces and areas encountered in the buildings; types of spaces and areas may include corridors, offices, conference rooms, restrooms, shafts, mechanical rooms, elevators, production areas, etc. The primary objectives of this project are as follows:

• Develop a BIM Execution Plan (BEP).

• Develop a comprehensive as-built BIM model of the entire GPO campus, including parking areas, utilizing existing drawings, existing Revit models, site visits, and 3D scanning.

• Include interior and exterior architectural components, MEP, life safety components, and fixed major equipment and instrumentation (production, testing and mechanical) within the model.
