About this file
This document is a detailed Questions and Answers (Q&A) response for a Building Information Modeling (BIM) contract opportunity for the Government Publishing Office (GPO). The solicitation seeks a contractor to perform comprehensive laser scanning and BIM modeling of a 1.5 million square foot campus consisting of four buildings, including basements, tunnels, and support spaces. Key requirements include creating a detailed Revit model with 1/8" accuracy, capturing MEP systems, architectural components, and fixed equipment, and integrating asset management data. The project has an 18-month period of performance, with the contractor responsible for scanning, modeling, and providing a 3-day training session for GPO staff.
Notably, energy modeling and thermal property requirements have been removed from the solicitation. The contractor must process all data within the United States, provide point cloud and Revit files, and ensure non-destructive scanning methods. The training will cover basic BIM navigation for architects, engineers, contractors, project owners, and facility managers. Asset inventory data for approximately 1,300 assets will be provided in Excel or CSV format after contract award. The solicitation emphasizes flexibility in scanning and modeling approaches, with means and methods left to the contractor's discretion, and requires adherence to security protocols, including escorted access and potential background checks for personnel.

4. Please confirm Section "C.7 Security" (RFQ Page 13) pertains only to Contractor's Staff that require physical entry and data collection while on-site at the GPO facilities.
Confirmed.
5. Please confirm that the requirement "Contractor must be USA based, and all data processing must be done in the USA" does not exclude a U.S. based Contractor from employing at least some virtual-only staff that reside outside the U.S. - while hosting project data and models domestically in the US. This is a common practice for this field of work.
Work is to be done within the United States.
6.Thermal properties (Section C.3.4, p.6).Please confirm the source and format for thermal properties required in the model (parameter names and units). Will GPO provide a parameterized dataset or should the contractor source values from industry standards (e.g., ASHRAE or manufacturer data)?
Energy modeling and thermal properties reequipments are to be removed from this solicitation.
7. Asset and space management data (Section C.3.4, p.6).
Please confirm the delivery format and template for asset and space management data (COBie, CSV, Revit parameter file, etc.) and provide the template or mapping guide if available.
See SOW.
8. BIM Execution Plan timing (Section C.4.1, pp.6–7).
The BEP is due “within 60 days after model delivery.” Please confirm which event triggers the

125. In addition to the requirement for the references to submit via email the completed past performance questionnaires to the Contracting Officer and Contract Specialist, the RFP states:
"The offeror’s proposal submission must include a minimum of three completed past performance questionnaires, but no more than five completed questionnaires, to enable proper evaluation." Is the requirement asking us to also include the past performance questionnaires in our proposal?
Per the Section L instructions, “The customers references shall submit the completed questionnaires via email to the Contracting Officer and Contract Specialist.” Offerors should allow sufficient time for GPO to receive the PPQs prior to the proposal submission deadline.
126. Is any PPE mandatory while working in the facility?
PPE is required where necessary. Contractor is responsibility for safety of the workforce.
127. Are there any restrictions on capturing digital imagery and/or requirement to blur faces or license plates if present within imagery?
Yes, if the scans have individuals or vehicles in it, face and license plate blurring is required. We anticipate that scans will be performed without people in them.
128. This is a 1.5 mil sq. ft complex of (4) buildings. Best modeling practices state the complex should be split into at least (4) buildings with discipline (Arch, Mech, Elec, Plumb, Structural, Site/ Civil) models comprising each building. The statement of work implies a single model is to be delivered. Please clarify if delivery of multiple models will be allowed.
Means and methods is the responsibility of the contractor.

Means and methods is the responsibility of the contractor.
130. Is there a 'degree of certainty' to be added to elements and systems that cannot be confidently traced back to a main or otherwise identified during the on-site process?
Means and methods is the responsibility of the contractor.
131. Scope calls for "information necessary to support whole building energy modeling." Key in providing outputs like this is an understanding of existing insulation, construction of wall, floor, and roof assemblies, and glass composition. Is part of this scope to investigate as-builts provided or is the contractor to assume as-built information about these elements is correct?
Energy modeling and thermal properties requirements are to be removed from this
132. Training scope does not talk about Revit or other software experience of the target audience. Will the training group have completed a Revit fundamentals class that has taught them the basics of program navigation?
Assume fundamental-level, basic program navigation skills. Roles include architects,
133. Building operations section of scope identifies multiple requirements that are not within the capabilities of a standard Revit BIM model. (real time monitoring, integration into maintenance management systems, integration with building management systems, and system diagnosis) Is the intent to provide a digital twin and platform rather than a BIM model?

149. “Energy Management: Using the BIM model to track energy consumption and analyze building performance, particularly for sustainability goals or energy optimization (e.g., HVAC systems, lighting systems). “Please define more precisely what is the intended method of accomplishing this task. Is the intention to ensure that the BIM model is prepared in such a way so as to be readily exported via a gbXML export to a third-party whole-building energy modeling software which is capable of running comprehensive energy simulations? Alternatively, is the relatively simplistic native Revit energy modeling functionality sufficient? The only known energy modeling software with plug-in integration to Revit is IESVE. Is this the preferred energy modeling software?

Refer to SOW.
154. The SOW says the COR (Contracting Officers Representative), may modify working hours of the contractor. It seems to imply that the Contractor must be prepared to work nights and weekends and must include this cost in their firm fixed price (outside of 9am – 3pm M to F). Is there any reasonable expectation that some work can be performed during normal business hours? Or should the Contractor assume all site activities are to be performed outside business hours?
Refer to SOW. Working outside of the normal business hours are to be coordinated with the COR in advance.
155. Bid docs indicated that all Contractors personnel must have an escort at all times. Can we assume that the GPO will provide several escorts to allow for multiple contractor teams to work different areas of the buildings, which may be outside normal business hours, assuming we plan and schedule this in advance?
Working outside of the normal business hours are to be coordinated with the COR in advance. Multiple escorts will be available to support the contractor as necessary.
156. H.1 - indicates Key Personnel being replaced must be able to pass a background check and able to obtain a public trust clearance. Does this only apply to key personnel only, only those that are on-site, or any and all contractor persons working on the contract? Finally, please confirm the base contract requires public trust clearances and background checks, as it currently seems
Refer to SOW.

Is equipment layout required to be modeled to 1/8” and is equipment interface points for services required to be modeled the same? For embedded/hidden services, conduit, etc., is it expected that assumptions are made on the routing through walls, concrete, etc.? Is there a building energy spec requirement?
Refer to SOW. Means and methods are the responsibility of the contractor.
171. What are the specific deliverables for energy modeling? Full energy simulation, thermal attributes only, or just placeholders, etc.?
172. For space management information, are there any further attributes required beyond identification, type and measurements of space? Could samples be made available?
Refer to SOW.
173. Are contractors only using scan data to develop the model or are they to plan drawings as well? If both, do the drawings reflect as-built conditions? If drawings, are full construction documents available or is there an expectancy of missing drawings? Mean and method is the responsibility of the contractor.
174. Is advanced notice required for requesting escorts?

There is no requirement for prior to have been completed for GPO. The important takeaway is that the projects are similar in size, scope, complexity, recency, and relevancy.
182. Is training only related to the model, or also based around generating reports?
Refer to SOW.
183. What clearance/background checks are required for subcontractor staff assessing the site?
Refer to solicitation.
184. A large amount of loose material was observed during the site visit, such as large rolls of paper. Will this material remain during scanning and how should it be accounted for?
Assume large rolls and pallets of printed materials will remain during scanning. These items should not be accounted for. Extrapolation of architecture and MEP is expected around these large items that are not considered fixed furnishings.
185. Section L says to include proposed fully burdened labor rates, but Section B says the intent is to issue a fixed price contract. Please confirm the intent on providing hourly / unit rates or a fixed lump sum.
A Firm-Fixed Price (FFP) contract is the total of all costs, considering all potential costs, risks, travel, labor, everything. It’s on the contractor to include and consider everything.
186. Do we fill in “address offer to” on Form 1442 with contractor details?
Section L has the instructions.
187. Are escalation or inflation adjustments allowed during the 18-month performance period?
The submitted price will be a Firm-Fixed Price and should take into account any potential inflation or escalation costs.
