About this opportunity

The National Park Service seeks rehabilitation of asphalt pavement, parking lots, and roadways at four locations within Golden Spike National Historic Park in Corinne, Utah, with proposals due June 26, 2026. This is a 100% small business set-aside under NAICS 237310, Highway, Street, and Bridge Construction.

Place of performance is 6200 W 3600 N, Corinne, UT 84307. The scope includes pavement rehabilitation, new concrete sidewalks and ADA-compliant parking stalls, curbing repair, minor shed demolition, asphalt millings placement, minor grading, curb stop installation, and signage across five routes: Visitor Center Parking, Administrative Lot Parking, Big Fill Exhibit Lower Parking Lot, Maintenance Road, and Big Fill Road/Upper Parking. Approximately 486 tons of asphalt demolition and 542 tons of asphalt surface course are required. The contractor must maintain traffic access during construction; Visitor Center parking cannot be fully closed beyond one week. The Superintendent and Quality Control Manager must be different individuals. Construction begins Spring 2027 with 332 calendar days to completion; liquidated damages are $1,648 per day. Performance and payment bonds are required within ten days of award. An offer guarantee of 20% of total proposal price (or $3,000,000, whichever is less) is required.

Prevailing wage rates apply under Department of Labor General Decision UT20260104, effective January 2, 2026, with hourly rates ranging from $14.05 to $32.24 plus fringe benefits of $1.62 to $15.65 per hour by classification. Contractors must conduct utility location services (Blue Stake or equivalent), provide third-party inspections with government acceptance, and address stormwater pollution prevention. Park water is available at 12,000 gallons per day with required backflow preventer and meter installation. All disturbed areas must be seeded with government-furnished seed.

Evaluation employs a best value tradeoff approach using five equally weighted non-price technical factors and price. Amendment 0003, effective June 18, 2026, extended the due date to June 26, 2026 at 1500 Mountain Daylight Time. Offerors must acknowledge receipt of all amendments prior to submission.
