About this opportunity

The National Park Service (NPS) Denver Service Center is conducting a Sources Sought Notice (SSN) for market research purposes regarding the rehabilitation of asphalt pavement parking areas, drive aisles, and roadways at Golden Spike National Historic Park in Utah. This pre-solicitation notice is designed to identify interested contractors and assess market capability rather than solicit formal proposals, with findings to inform the agency's acquisition strategy and set-aside determination. The work involves pavement rehabilitation, concrete sidewalk installation, ADA parking stalls, curbing repair, shed demolition, asphalt millings placement, grading, curb stops, and signage installation across four park locations. Responses will be evaluated based on company qualifications, federal contracting experience, bonding capacity, relevant construction experience, small business certifications, self-performance percentages, and commitment to proposal submission. Interested contractors must submit completed Sources Sought Survey Questionnaires to Contracting Officer Sam Cahill at Samantha_Cahill@nps.gov by 12:00 pm Mountain Daylight Time on March 18, 2026.

This procurement is not utilizing a set-aside designation at the pre-solicitation phase; however, the NPS will use the market research findings to determine whether to implement a small business or other socioeconomic set-aside for the subsequent competitive Request for Proposals. The estimated contract value ranges from $1,000,000 to $5,000,000 with a fixed-price, firm structure and an anticipated period of performance of 172 calendar days. The work is classified under NAICS code 237310 (Highway, Street, and Bridge Construction) with a $45 million size standard, and Bid, Performance, and Payment Bonds are anticipated to be required for the final solicitation. The NPS plans to issue the formal Request for Proposals around spring 2026. No incumbent contractor has been identified in this notice.

Notice text

The purpose of this Sources Sought Notice (SSN) is to gain knowledge regarding the types of interested businesses and their qualifications. Information obtained through this SSN by the National Park Service (NPS) will be utilized to develop the acquisition strategy. The amount of interest, or lack thereof, will determine the possibility of a Small Business or other Socio-Economic Set-Aside for solicitation and award purposes. Analysis of the quality of responses to this SSN will be considered in the market research being conducted and in the making of any set-aside determination for this requirement. See attached SSN and SSN Questionnaire.
