About this file

This is an Answers to Prospective Bidder's Questions document for a National Park Service (NPS) construction project numbered 140P2026R0044 (GOSP 315426). The document addresses 39 questions submitted by prospective bidders regarding project scope, personnel requirements, site conditions, and administrative matters.

Key personnel requirements specify that the Superintendent and Quality Control Manager must be different individuals, though Safety and QC may be combined if desired. Previously completed Past Performance Questionnaires are acceptable, and Primavera P6 schedules are acceptable alternatives to Microsoft Project. Regarding site access and operations: the Visitor Center parking lot cannot be completely closed and must be phased with maintained access; the administration lot may be closed for three weeks with prior notice; contractor staff cannot use camp trailers on site; and the Park will prune overgrown trees prior to construction. For the culvert replacement work (CLIN 0070), contractors must include culvert cleaning costs within their bid, and video inspection after cleaning will determine if replacement is necessary, with replacement costs included as part of the item. The Park will remove lumber stored adjacent to the Rail/Maintenance Yard prior to construction. Soils reports and staking data points are not available; contractors must follow specifications for survey and layout and conduct utility location services (Blue Stake or equivalent). Construction activities are anticipated to begin Spring 2027. Third-party inspections are required and contractor-provided with government acceptance. The project is not tax exempt, a SWPPP may be required, and silt fencing must be supplied and installed by the contractor. Park water is available at 12,000 gallons per day with required backflow preventer and meter installation. For the Administrative Parking storage shed (CLIN 0020), contractors should assume the shed is contractor-provided and installed with details requiring prior approval.

ANSWERS TO PROSPECTIVE BIDDER’S QUESTIONS

1. Can you please provide the "Project Experience" form?

Document is uploaded/attached with this amendment.

2. Can we submit a Primavera P6 schedule, instead of MS Microsoft Project?

Yes, Primavera P6 is acceptable.

3. Can one (1) person triple-hat as Superintendent, QC Manager, and Safety Manager?

We do not allow all three (3) of the above to be one individual. At a minimum, the Superintendent and the QC Manager must be different individuals. Safety and QC may be one individual if desired.

4. Can previously completed Past Performance Questionnaires (PPQs) be submitted in lieu of obtaining new PPQs?

Yes, they can.

5. General

a. Will the NPS want/require 3 or can the Super wear three hats? This has a huge impact on pricing and will help all Bidding Contractors bid competitively.

See answer to question #3 above.

b. Would the NPS please confirm the depths of the existing Asphalt in ALL areas?

No additional information is currently available.

c. Will Contractor staff be able to utilize camp trailers on site?

No, camping or camp trailers will be allowed in the Park during the duration of the project.

6. CLIN 0010 Visitor Center Parking Lot

a. Is it the NPS’s intent to allow the CONTRACTOR to close the Visitor Center 100% to do this work OR is it the intent of the NPS to have this Parking Lot Phased into at least 2 phases? Any incite as to what the NPS would be helpful. Can be closed for the entirety.

The Visitor Center lot can’t be completely closed and must be phased with access. The administration lot can be closed for three (3) weeks with prior notice and discussion with the Park.

b. Regarding the Water Line. Where is the CONTRACTOR to tie-into the existing system. As indicated on the plans this looks to be either a Hose Bib or the Irrigation. Could the NPS please clarify.

1” PVC comes out of the Visitor Center building in the vicinity noted on the plans and the tie in will be underground in that vicinity.

7. CLIN 0020 Administrative Parking

a. It appears that the Propane Tank was installed after the initial paving took place. The Contractor is to “Protect Existing Gas Tank During Construction”. While removing the existing AC pavement will not be difficult, installing and compacting new AC in this area while protecting this gas tank will challenging and potentially dangerous. Would the NPS rather utilize a NEW 4” Concrete Slab?

This “means and methods” of construction may be considered during construction.

b. The Contractor is to remove several existing sheds(5basic and 2electrical) as part of its scope. The Contractor is to install a new 800SF Concrete Apron for a Supply Shed. Is this Shed Owner Supplied and installed at a later date, Owner supplied and Contractor installed, or Contractor Supplied and Contractor Installed?

For bidding purposes, assume the shed is contractor provided and installed, and bid accordingly. Shed details to be approved prior to installation.

c. Sheet 9 of 15 and Wooden Fence Detail on Sheet 5 of 15. Would the NPS prefer new concrete footings and 4” Steel Post and “REINSTALL” the existing where the CONTRACTOR can? There could/should be enough existing fencing to match the West section for a uniform look.

Per the detail, provide concrete footing and steel posts.

8. CLIN 0040 – Maintenance Road

Adjacent to the Rail/Maintenance Yard there is a lot of lumber. Will this be moved by the NPS or does the CONTRACTOR need to account for this?

Park will remove prior to construction.

9. CLIN 0070 Replacement of Culvert Scope

a. Sheet 7 of 15 list “Clean Culvert…” – Where or how would the NPS like this to be factored into the Bid Schedule? CLIN 0070 is for the 15’ of 15” HDPE.

Cleaning of culvert is the first step and if damage is encountered then the pipe will be replaced. Include cleaning within CLIN 0700.

b. Additionally the bid document states that the CONTRACTOR is to clean as part of the Bid Docs. Should the Culvert need to be replaced is this to also be included in the Bid as an “At-Risk” to the CONTRACTOR or will this be considered a differing site condition as the “POOR CONDITION” will not be known until the CONTRACTOR is allowed to clean the culvert?

Specifications indicate a video inspection of the culvert after cleaning to determine if replacement is necessary (Spec page 33 4200-1). Include a replacement cost as part of the item.

10. Per the past performance requirements, we are allowed to use past projects for up to 10 years. Due to this length of time, some original points of contact or contracting team members may no longer be employed by these agencies or no longer available. Due to this, are previously completed past performance questionnaire’s acceptable to be used and submitted?

Yes, they are acceptable.

11. Does the government want three separate individuals on site at all times? Listed in Factor 4 – Key Personnel Experience, it lists Job Site Superintendent, Job Site Quality Control Manager, and Job Site Safety Manager. Can any of these positions be performed by the same individual or “dual hatted”? Can the superintendent be the Safety Manager or QC at the same time? Or can the QC and the Safety Manager be the same person?

See answer to question #3 above.

12. Current drawings call out to provide appropriate tree protection. In many of these parking islands the trees are quite overgrown or low hanging which will impede the work to be done. Will these trees be pruned back prior to construction? If not, what is the amount these trees or shrubs can be pruned to allow for work to be done without obstruction from these trees or shrubs?

The Park will prune prior to construction.

13. The existing waterline is shown coming from the administration building and out into the administrative lot. Do you have drawings for the remaining utilities such as electrical, sewer and stormwater outside of what is shown for the existing elliptical culvert? Are there any as-built drawings for these to reflect locations and depths?

None are available at this time.

14. Are there any utilities at the Big Fill Exhibit Lower Parking Lot?

No

15. Are there any utilities at the Big Fill Exhibit Upper Parking?

No

16. Are there any utilities to be made aware of on Route 0402 Maintenance Road or in the parking area adjacent to the existing maintenance buildings that this road leads to?

Water, electric, phone, and other utilities are in this location. Utility location services (Blue Stake or equivalent) will need to be done by the contractor prior to any construction activities.

17. Are there any soils reports for each of the work areas?

Soils reports are not available.

18. In the Big Fill Exhibit Lower Parking Lot there is treated lumber that has been bolted to the existing concrete curb. This material is rotted and, in some areas, missing altogether. Does this need to be replaced? Do just the missing sections need to be replaced?

This is not a part of the project.

19. In the Big Fill Exhibit Lower Parking Lot some of the anchors holding the treated lumber to the concrete curb have either come out or broken off causing the treated lumber to have separated from the concrete curb. Do these need to be re-anchored?

This is not a part of the project.

20. In the Big Fill Exhibit Upper Parking Lot there are railroad ties that have been partially buried and anchored into the ground at the perimeter of the parking area.

At the end of the parking area/loop, there are several railroad ties that have been turned up or turned over and are no longer anchored. Were these intended to be parking bumpers? Do these need to be replaced or reinstalled in some fashion. If so, what is the government’s preferred method for these to be replaced and installed new or to reinstall the existing railroad ties?

This is not a part of the project.

21. Is the intent to use millings from Asphalt surface pavement replacement for 100% Reclaimed paving areas?

Per the specs and drawings, the millings will be used for the reclamation areas.

22. Is the contractor responsible for railroad insurance and/or inspections? If so, please provide contact information.

The project does not fall within any railroad right of way and no insurance or inspections are anticipated.

23. Is survey required?

Follow specifications for survey and layout.

24. Is a SWPPP required?

Refer to section 3.2 REGULATORY PERMITS beginning on page 01 5723-4 of the specifications.

25. In the absence of details is the contractor required to supply and install silt fencing along the limits of construction?

Yes, silt fence is required, and information is included in the specifications.

26. Is this project tax exempt?

This project is not tax exempt. Please refer to FAR clause 52.229-3 Federal, State, and Local Taxes in the solicitation document.

27. When do you anticipate on site work starting?

Construction activities are anticipated to begin Spring of 2027 (winter conditions are not conducive to most of the construction activities).

28. Are third party inspections required?

Yes, inspections are a part of the project and will be contractor provided with acceptance by the Government. Refer to section 01 4000 1.6 (among others) in the specifications.

29. Is permitting required?

Refer to permit section starting on page 01 3100-7 of the specifications.

30. Can we close all areas of construction for the duration of the project?

See answer to question #6 above.

31. Please provide details for the storage building in CLIN 8. Is there a preferred manufacturer or model number?

See answer to question #7B above. Provide shed details for approval prior to construction.

32. Please further define the SOW for the Bike Rack Repair

This item appears to be an oversite or mistake on the plans and specs. For bidding purposes, assume no new bike rack or any bike rack repair needed.

33. Is any landscaping restoration required for this project? For example; topsoil, seeding, and fertilizer.

Refer to seeding notes and specifications sections. Seed is to be supplied by the Government and applied by the contractor.

34. Please provide staking data points for the project.

This information is not available.

35. Are red, yellow, and blue tops required?

Follow specifications for survey and layout.

36. Is there a bulk water fill i.e. a hydrant or water source we can pump from for grading operations in close proximity?

Yes, there is a Park water source. The daily quantity available would be 12,000 gallons per day. A backflow preventer and meter are required to be used/installed.

37. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?

See answer to question #3 above.

38. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

The Period of Performance (construction activities to begin Spring 2027) should be sufficient for lead times.
