About this opportunity
The National Park Service seeks repair and stabilization of Conzelman Road at Golden Gate National Recreation Area in Marin County, California, with proposals due October 29, 2026, at 2:00 PM Pacific Time. The procurement is a HUBZone small business set-aside under NAICS code 237310 with an estimated price range of $1,000,000 to $5,000,000 on a firm-fixed-price basis.
Place of performance is Conzelman Road in the Marin Headlands within Golden Gate National Recreation Area. Work includes construction of a 51-foot cast-in-place concrete retaining wall supported by six drilled shafts (30 inches diameter, minimum 28 feet depth), a concrete grade beam, new California ST-75 bridge rail with bicycle railing (galvanized finish, 51 feet), guardrail replacement, and roadway reconstruction and paving across approximately 80 feet. The retaining wall addresses coastal bluff erosion threatening the roadway. Conzelman Road may remain fully closed for the entire 180-day performance period; contractors proposing shorter closure durations receive more favorable evaluation. Work hours are restricted to 8:00 AM to 5:00 PM Monday through Friday, with weekend and holiday work only upon Contracting Officer approval. The contractor must commence work within ten calendar days of Notice to Proceed, with NTP issuable no later than April 30, 2027. Liquidated damages are $1,999.00 per day for delays.
Specifications require epoxy-coated reinforcing steel, Class F fly ash concrete mix, smooth stain-free exposed wall finish, damp-proofing with french drain and weep holes at 8-foot intervals, and HMA Type A asphalt with PG 64-16 binder. Vegetation removal must occur between August 1 and February 28 to avoid landbird nesting season. The contractor must perform at least 15 percent of work with its own organization and cannot subcontract more than 85 percent, excluding material costs. Performance and payment bonds are required at 100 percent of contract price.
Award uses best-value tradeoff methodology. Evaluation factors in descending importance order are Schedule, Project Experience, Key Personnel Experience, and Past Performance, followed by price. Questions were due October 13, 2026. Amendment 0002, effective October 16, does not extend the proposal deadline. California prevailing wage rates apply per General Decision Number CA20260007, effective September 3, 2026.
