About this file

This document is a Project Specifications file for the "Repair Conzelman Road" project managed by the National Park Service (NPS) Denver Service Center for Golden Gate National Recreation Area (GGNRA). The specifications cover Division 2 through 49 work and detail comprehensive requirements for road repair and rehabilitation.

The project encompasses multiple construction disciplines including hazardous materials abatement, demolition, concrete work (forming, reinforcing, and cast-in-place), earthwork (site clearing, grading, excavation, and fill), exterior improvements (subbase/aggregate base courses, asphalt paving, and pavement markings), and landscape grading. Key product and material requirements include epoxy-coated reinforcing steel (ASTM A615/A615M Grade 60), geosynthetics for erosion control and reinforcement, structural and general fill materials compliant with State of California Highway Department standards, and asphalt paving per California standards with appropriate base and wearing courses. All on-site and imported fill materials require engineer approval and must comply with GGNRA Standard Operating Procedure (SOP) 828 for managing earth materials. The specifications require extensive quality assurance, including designer qualifications (professional engineer licensed in California), independent testing agency certifications, compaction density testing, and field quality control submittals. Contractor qualifications for hazardous materials work include state contractors licenses, MCS 90 endorsement on liability insurance, $2,000,000 pollution liability insurance occurrence limits, forty-hour OSHA training, and a Comprehensive Quality Assurance Plan on file with the Environmental Protection Agency. The specifications emphasize environmental compliance, erosion and sedimentation controls, and sustainable design documentation where applicable.
