This is a Questions and Answers (Q&A) document for federal contract GOGA 336173, a repair project for Conzelman Road involving drilled shafts, wall and foundations, bridge rail, and paving work.

The project scope includes installation of six 30-inch drilled shafts with a required minimum total length of 28 feet, construction of a 51-foot retaining wall between stations 2+42 and 2+93, and roadway paving and bridge rail installation. Key technical specifications established through the Q&A include: epoxy-coated reinforcing steel with 20% increased development and lap length; Class F fly ash concrete mix; smooth, stain-free exposed wall finish using contractor-selected form materials; damp-proofing with 4-inch perforated PVC or HDPE french drain, 2-4 inch weep holes spaced at 8-foot intervals, filter fabric, and ¾-inch crushed drain rock; California ST-75 bridge rail with bicycle railing in galvanized finish only (51 feet long), fabricated per Caltrans 2025 Standard Specifications Section 83; and HMA Type A asphalt with PG 64-16 binder and 13 inches total aggregate base thickness. The contract is a lump sum award with no unit pricing for different excavation types. Conzelman Road may be fully closed for the entire 180-day performance period, with shorter closure durations rated favorably; the contractor is responsible for closure and detour signing at coordinates 37°49'37.2"N 122°29'57.3"W. Vegetation removal must occur August 1–February 28 to avoid landbird nesting season (March 1–July 31). The solicitation is a HUBZone set-aside; proposals are due October 29, 2026, at 2:00 PM Pacific Time; and schedules must be submitted as PDF format. No hazardous materials are known at the site, and contaminated soil disposal will be handled via contract modification. GOGA 336173 – Repair Conzelman Road, 140P2026R0106

Drilled Shafts, Wall and Foundations

Q1. Pile length. Drawing S1.0 requires a minimum pile embedment of 25 feet below existing ground surface, while Elevation 2 on the same sheet dimensions 21'-0" below the wall panel.

Please provide the required tip elevation or total length for each of the six 30-inch shafts.

A1. The required minimum total length for each of the shafts is 28’-0”.

Q2. The geotechnical report anticipates some very hard weathered sandstone, shale, and chert bedrock, and it suggests that rock definitions be included in the bid documents. Those definitions cannot be found in the specifications and wanted to check with you so we can price the work accurately.

A2. Definitions of rock excavation have not been included in the bid documents because this contract is intended to be awarded as a lump sum, with no unit pricing for different types of excavation. Please refer to the geotechnical report for information about the nature of material to be excavated. The report includes details about the strength, weathering, fracturing, and rock quality designation (RQD) for the two borings that were made (see diagrams starting on p. 49), as well as definitions of the terminology used (see Rock Classification Types defined on p. 65).

The report also includes geophysical survey findings that may be interpreted for depth to less-weathered bedrock (see explanation on PDF p. 71 and figures on pp. 75-76).

Q3. To ensure all bidders are working from the same understanding, could you help clarify which of the following the Government intends?

A3a. All shaft drilling to the required tip elevation, whatever material is encountered, is included in the lump sum price - This is what the Government intends; or

A3b. If the Government would prefer to handle rock separately, could you share how "rock" and "obstructions" will be defined for this project? - This is not what the Government intends.

Q4. Wall location. The civil drawings (C1.0, X1.0, X1.1) locate the work between approximately STA 2+27 and STA 3+08, while structural Drawing S1.0 shows the 51-foot wall between approximately STA 4+20 and STA 5+40. Please confirm the wall location and which stationing governs layout.

A4. The stationing on the civil drawings governs. The civil drawings show roadway excavation starting at approximately STA 2+27 and ending at STA 3+08, but wall construction starting at STA 2+42 and ending at STA 2+93. Both civil and structural drawings show the wall at 51’ long.

Q5. Reinforcing steel. Section 03 20 00, paragraph 2.01.A.1, requires epoxy-coated reinforcing, while the lap splice schedules on Drawings S0.2 and S6.0 are for uncoated bars. Please confirm whether reinforcing is to be epoxy-coated.

A5. Reinforcing steel is to be epoxy-coated. See note #13 on Sheet S6.0, “EPOXY

COATED BAR DEVELOPMENT & SPLICES: HOOKS: INCREASE

DEVELOPMENT & LAP LENGTH 20%”.

Q6. Concrete mix and finish. Section 03 30 00 permits Class C or F fly ash, while Drawing S0.2 permits Class F only. Section 03 10 00 calls for rough-sawn lumber forms at exposed walls, while Section 03 30 00 calls for steel form facing. Please confirm the fly ash class and the required finish for the exposed wall face.

A6. Fly ash must be Class F. The form facing for the exposed concrete wall face can be

Contractor's choice of materials that will provide a smooth, stain-free final appearance.

Q7. Drainage and waterproofing. Drawing S0.2 states that retaining wall waterproofing and drainage are specified by others, while Drawing S2.0 shows a french drain and weep holes.

Please confirm whether waterproofing is required, and provide the drain pipe material, size, backfill and outlet location.

A7. Provide damp-proofing (asphalt-emulsion or equivalent bituminous coating) applied to the full height of the retained face. Install drainage composite or protection board over the coating. Use 4” perforated PVC or HDPE pipe for french drain, 2” to 4” PVC or HDPE pipe for weep holes. Connect the weep hole pipes to the perforated drain pipe.

Space weep holes at 8’-0”. Use screens at weep hole openings to prevent rodents from entry. Use filter fabric and crushed ¾” drain rock at back of wall, min. 18” depth from back of wall and from below bottom of perforated pipe up to base of concrete beam at top of wall. Filter fabric must wrap all of the drain rock. No other outlet in addition to the weep holes is required.

Q8. Inspection responsibility. Please confirm which of the following are provided by the Government and which are the Contractor's responsibility:

A8a. The Geotechnical Engineer's observation of drilled shaft installation; - This will be provided by the Government.

A8b. Structural observation by the Structural Engineer of Record; - This will be provided by the Government

A8c. Special inspection of concrete and reinforcing - This is the Contractor's responsibility; and

A8d. The "Inspector of Record" named on Drawing S2.0. - This will be provided by the Government.

Bridge Rail and Paving

Q9. Bridge rail. The California ST-75 sheets (XS16-116-1 through -5) and the B13.2 3-tube curb-mount rail sheets are all marked "For Reference Only," and no Division 05 section is included.

Please confirm

A9a. which rail is required; - The required rail is the California ST-75 with bicycle railing. The Idaho Transportation Department sheets are included only for the purpose of providing the required details for the connection of the thrie beam guardrail to the bridge rail. This was necessary because the California ST-75 details only included connections to concrete end blocks, which are not required here.

A9b. Which items marked "OMIT" are excluded, including the tubular bicycle railing; - The departure end block and the approach transition block are excluded. The bicycle railing is included in the requirement.

A9c. The required finish (galvanized only, or galvanized and painted, and color); - Galvanized only, and

A9d. The rail length and the specification governing fabrication and installation. – The bridge rail length is 51’-0”. Rail fabrication and installation must meet Caltrans 2025 Standard Specifications Section 83 RAILINGS AND BARRIERS (see attached file).

Q10. Paving specifications. Drawing C2.0 calls for 5 inches of emulsified asphalt treated base, which no specification section covers, and Sections 32 11 20 and 32 12 16 contain unfilled placeholders. Please confirm that the current Caltrans Standard Specifications govern aggregate base, emulsified asphalt treated base and asphalt concrete and identify the required HMA type and binder grade.

A10. Caltrans 2025 Standard Specifications shall be used for aggregate base and asphalt concrete. The emulsified asphalt treated base is deleted from the contract requirements and shall be replaced with an equal thickness of aggregate base material (making the total thickness of aggregate base 13”). Use HMA Type A, with a 1/2" maximum nominal aggregate size, with a PG 64-16 binder.

Site Conditions and Access

Q11. Hazardous materials. Section 02 26 00, paragraph 3.01.A, refers to a Phase I Assessment Report that is not included, and Drawing C1.0, Note 7, requires the contractor to test excavated material for contaminants. Please provide the report or confirm that no hazardous materials are known at the site and that disposal of any contaminated soil will be handled as a change.

A11. No hazardous materials are known at the site and disposal of any contaminated soil will be addressed with a contract modification.

A12. Road closure and traffic control. Section 01 11 00, paragraph 1.5, states the road will be closed to the public. Please confirm that Conzelman Road may be fully closed at the work area for the entire 180-day performance period, and whether the Government or the Contractor provides closure and detour signing.

A12. Conzelman Road may be fully closed at the project area for the entire 180-day performance period. Technical proposals with schedules showing shorter closure durations will be rated more favorably. The Contractor is responsible for closure and detour signing. Note: the closure point will be at the Hawk Hill roundabout, at 37°49'37.2"N 122°29'57.3"W.

Q13. Seasonal restrictions. Are there any seasonal restrictions (nesting birds, special-status species, or Park events) that limit when drilling, excavation or vegetation removal may occur?

A13. Vegetation removal should be scheduled from August 1—February 28 to avoid the landbird nesting season from March 1—July 31. Cut vegetation should be maintained at low stature (less than eight inches) during the breeding season to prevent birds from nesting in these areas. Bird exclusion measures, such as temporary netting, would also be considered for implementation prior to the start of nesting season.
