About this file

This is a Questions and Answers (Q&A) document for GOGA 336173 – Repair Conzelman Road, 140P2026R0106, a federal construction project. The document addresses 14 contractor inquiries regarding project execution, staffing, and administrative requirements.

Key project parameters include a 180-day performance period with 10 days to mobilize following Notice to Proceed, with NTP issuable no later than April 30, 2027. Conzelman Road may be fully closed at the project area for the entire performance duration, with closure points at the Hawk Hill roundabout (37°49'37.2"N 122°29'57.3"W); technical proposals demonstrating shorter closure periods will receive more favorable ratings. The contractor is responsible for closure and detour signage. Significant clarifications address staffing flexibility—one individual may serve as Superintendent, Site Safety and Health Officer, and Quality Control Manager—and testing requirements, with only blue tops (top of aggregate base) required rather than red, yellow, and blue tops. The project is not tax-exempt and does not require permitting or third-party inspections; the Government will conduct geotechnical and structural inspections through engineering consultants. Water for construction operations is available approximately 1.2 miles west of the project at a hydrant. Staking data points and CAD files will be provided after contract award. The contractor must reference Attachment 6 Geotechnical Report for soil boring information and Amendment 0001 for site visit attendee lists.
