About this file

This document is a pre-proposal conference presentation for a federal construction contract to repair Conzelman Road at Golden Gate National Recreation Area in Marin County, California.

The National Park Service (NPS) is soliciting proposals for stabilization work on a short segment of park roadway threatened by coastal bluff erosion. The solicitation number is 140P2026R0106, with the pre-proposal conference held on October 6, 2026. The general scope of work includes constructing a new retaining wall supported by cast-in-place drilled concrete piles to mitigate erosion, providing a new grade beam on top of the retaining wall to support steel bridge rail, and installing new guard rails and replacing the road to match existing conditions. Funding is expected to be available with high expectations for contract award. Work hours are restricted to 8:00 AM to 5:00 PM Monday through Friday, with weekend and holiday work permitted upon Contracting Officer approval. The road will be closed to public traffic during construction, though contractors may use the closed one-lane roadway for two-way equipment access. Work camps are prohibited in the park; however, portable generators are allowed as there is no electrical power on site. Water is available at an NPS hydrant less than one mile away. The staging area is shown on project plans with an additional staging area available as needed. Prospective offerors must submit written questions by October 13, 2026, at 2:00 PM MDT to Contracting Officer Shellie Murphy and Dane Cooper at Shellie_Murphy@ios.gov.gov. All questions and answers will be distributed to prospective offerors by solicitation amendment along with a recording of the pre-proposal conference.
