About this opportunity

The National Park Service seeks construction of bike path and roadway improvements at Golden Gate National Recreation Area and Fort Point in San Francisco, with proposals due July 24, 2026. The procurement is a 100% small business set-aside, foreclosing competition outside that category.

The project includes approximately 1,100 linear feet of new paved bike path adjacent to West Bluff Trailhead parking area with retaining walls, relocation of existing light poles and electrical vehicle charging stations, widening of Long Avenue (approximately 1,200 feet) to accommodate an uphill bike lane, replacement of guardrails and chain-link fencing, reconstruction of an historic masonry drainage ditch, and reconstruction of the Long Avenue and Marine Drive intersection with plaza improvements. Work is firm fixed-price across three contract line items: CLIN 0001 (West Bluff Parking Lot, GOGA 244458) and combined CLIN 0020 (Long Avenue plaza and roadway, FOPO 186401). The contractor shall begin performance within 10 calendar days of receiving notice to proceed and complete work within 365 calendar days. Performance and payment bonds are required within 10 calendar days of award. Liquidated damages are assessed at $1,648 per calendar day of delay.

Work hours are restricted to 7:00 a.m. to 5:30 p.m. Monday through Friday; weekend and evening work requires 48-hour advance authorization. Contractor must use the NPS project management website for all communications and submittals. Evaluation emphasizes project experience, technical approach, construction schedule, and key personnel experience equally; pricing is significantly less important. Award will be made to the offeror providing best value using the Best Value Continuum Tradeoff Process. A virtual pre-proposal conference was held June 22, 2026. Amendment 0004, issued July 8, extended the deadline from July 17 to July 24, 2026, and provided bidder questions and answers addressing wage rates, period of performance (October 1, 2026 through September 30, 2027), and site access requirements.

Approximately 1,100¿ of new bike path will be constructed adjacent to the trailhead parking area. Several small retaining walls will be built to make room for the new path at the toe of the hillside. Existing light poles and electrical vehicle charging stations will be relocated to accommodate the bike path improvements.
