About this file

This is a Questions and Answers document for federal contract opportunity 140P2026R0066 (FOPO 186401, GOGA 244458). The document does not address specific products or services required but rather provides clarifications on project execution details and administrative requirements for prospective bidders.

Key administrative clarifications include: an estimate engineer is available; Davis-Bacon wage rates (not Project Labor Agreement rates) apply; the Period of Performance runs October 1, 2026 through September 30, 2027; and bid submission is due no later than 1700 (5 PM) Pacific Daylight Time on July 17, 2026. Scope clarifications address construction/site work requirements: removal of an existing swing gate on Long Avenue must be included in proposals; existing fence posts should be salvaged where feasible with new fabric provided; at the Mason and Marin Drive intersection, parking lot access must be maintained with allowable temporary traffic delays up to 20 minutes and up to 30 parking spaces closable for up to two weeks per segment, with an additional two-day full-row closure permitted for paving operations. Bidders are instructed to coordinate with Rivian for reinstallation of an electrical car charger. All time-sensitive deadlines referenced in the solicitation or amendments are specified in Pacific time zone.

ANSWERS TO PROSPECTIVE BIDDER’S QUESTIONS

1. Do you have an estimate engineer? Yes.

2. Is this a PLA Job? If "PLA" is Project Labor Agreement, no. Davis-Bacon wage rates apply and the wage determinations were provided in the original solicitation on SAM.gov.

3. Do you have a tentative start date and date to be completed? The tentative Period of Performance (PoP) is October 1, 2026 through September 30, 2027.

4. On Long Ave on top C3 not showing the existing swing gate to be removed, but on C7 shows new swing gate to be installed. Plan sheet C3 should have shown removal of existing swing gate. Please include removal in your proposal.

5. On Pre-bid conference was mention to reuse existing fence and post. Salvage existing posts where feasible, as indicated in notes on Plan sheet C12. Provide new fabric.

6. At intersection of Mason & Marin Dr, when asphalt is demo full depth do we still need to provide access to parking lot? Yes. Temporary traffic delays for up to 20 minutes are allowable. Additionally, up to 30 spaces along the hillside edge of the parking area (adjacent to the proposed bike path) may be closed at a time, for up to two weeks for each closure segment. The entire row of parking on the hillside can be closed for another two days, all at once, for paving operations.

7. Do we need to install back the electrical car charger? Please coordinate with Rivian for reinstallation of the charger.

8. I see that the NPS address on the SF1442 is for the Denver Service Center.

Does that mean that the 7/17/26, 5 pm, due date for bids is 5 pm Mountain time or 5 pm Pacific time? Bids are due no later than 1700 (5 PM) Pacific Daylight Time (PDT). Any reference to time deadlines for this solicitation or in any amendments will be Pacific time zone as this project will take place in that time zone.
