About this opportunity
The National Park Service National Office, under the Department of the Interior, is seeking construction services for roadway and pathway improvements at the Presidio National Park in San Francisco, California. This Sources Sought Notice (SSN) represents market research to inform acquisition strategy and is not currently requesting formal proposals. The project requires construction of approximately 1,100 feet of new paved bike path adjacent to the West Bluff Trailhead parking area, improvements to Long Avenue to accommodate an uphill bike lane, construction of a vehicle turnaround, and reconstruction of the Long Avenue and Marine Drive intersection. Interested contractors must demonstrate experience on similar projects, provide business classification information including applicable SBA certifications, submit bonding capacity statements, and show capability to work within the unique constraints of an active urban park environment. Responses to the Sources Sought Notice must be submitted by 12:00 PM Mountain Time on May 5, 2026, to samantha_cahill@nps.gov, with the government anticipating issuance of a formal Request for Proposals in Spring or Summer 2026.
This procurement carries no set-aside designation and is classified under NAICS code 237310 (Highway, Street, and Bridge Construction) with a small business size standard of $45 million. The estimated project budget ranges between $1 million and $5 million with an anticipated performance period of 365 calendar days. The project will require bid, performance, and payment bonds from the selected contractor. Key project constraints include the urban location within an operating national park, limited on-site staging areas, proximity to suppliers 2 to 5 miles away, and the necessity to minimize visitor impact while maintaining park operations during construction. Additional protective measures will be required to preserve the historic nature of the roadway as part of the Presidio historic landscape, and infrastructure relocations of existing light poles and electrical vehicle charging stations will be necessary to accommodate the pathway improvements.
Notice text
The project entails roadway and pathway improvements intended to accommodate cyclists and pedestrians in an area congested with vehicle traffic. The project includes construction of a new paved bike path along the perimeter of the West Bluff Trailhead parking area and improvements to Long Avenue to accommodate an uphill bike lane. The project will construct a vehicle turnaround at the north/west terminus of the West Bluff Trailhead parking area to facilitate vehicle movements and relieve traffic congestion.
Approximately 1,100¿ of new bike path will be constructed adjacent to the trailhead parking area. Several small retaining walls will be built to make room for the new path at the toe of the hillside. Existing light poles and electrical vehicle charging stations will be relocated to accommodate the bike path improvements.
Long Avenue is approximately 1,200¿ in length and consists of two (2) travel lanes and no shoulders. Where existing roadway bench is sufficient, the project will widen the roadway to accommodate an uphill bike lane. Guardrails and chain-link fencing will be replaced along the roadway shoulder. An historic masonry drainage ditch along the roadway shoulder will be reconstructed.
The intersection of Long Avenue and Marine Drive and adjacent plaza area behind the Warming Hut and neighboring buildings will be reconstructed to accommodate the bike path, gated access for administrative vehicles, and pedestrian safety improvements.
