About this opportunity

The National Park Service, Denver Service Center, intends to solicit proposals for construction of roadway and pathway improvements at the Presidio in San Francisco, California, with formal RFP release anticipated on or after June 12, 2026. This procurement is a Small Business Set-Aside with a $45 million size standard.

The project encompasses approximately 1,100 linear feet of new paved bike path adjacent to the West Bluff Trailhead parking area, including small retaining walls at the hillside toe and relocation of existing light poles and electrical vehicle charging stations. Long Avenue improvements span approximately 1,200 linear feet and include roadway widening to accommodate an uphill bike lane where existing bench is sufficient, replacement of guardrails and chain-link fencing, and reconstruction of a historic masonry drainage ditch. Work also includes a vehicle turnaround at the north/west terminus of West Bluff Trailhead parking and reconstruction of the intersection of Long Avenue and Marine Drive plus the adjacent plaza area behind the Warming Hut to accommodate bike path access, gated administrative vehicle access, and pedestrian safety improvements.

The contract is structured as Firm-Fixed-Price with an anticipated period of performance of 365 calendar days from Notice to Proceed. NAICS 237310 (Highway, Street, and Bridge Construction) and PSC Y1LB apply. Award will use best value trade-off methodology, with technical factors (project experience, technical approach, schedule, and key personnel) significantly more important than price, evaluated alongside past performance and price. A pre-proposal conference and site visit with virtual attendance options will be held after RFP issuance and prior to proposal due date. Direct inquiries to Contracting Officer Sam Cahill at samantha_cahill@nps.gov.
