About this opportunity
The National Aeronautics and Space Administration Glenn Research Center plans to award multiple indefinite delivery/indefinite quantity construction contracts to provide general construction services at its facilities in Cleveland, Ohio and Sandusky, Ohio. Services will include architectural, civil, structural, mechanical, plumbing, HVAC, electrical, instrumentation, controls, demolition, and design-build work to support construction programs. Interested parties must submit capability statements by February 14, 2019 describing their experience, past performance on similar contracts, and qualifications. Evaluation will consider the offeror's ability to perform the requirements.
NASA intends to award ten IDIQ contracts with two each reserved for small businesses, HUBZone, 8(a), service-disabled veteran-owned, and woman-owned small businesses. The North American Industry Classification System code is 236220 for commercial and institutional building construction with a small business size standard of $36.5 million in average annual receipts. The base period of performance is two years with one three-year option period, from October 1, 2019 to September 30, 2024. Awards are expected to have a maximum value of $36.5 million each over the five-year term.

SYNOPSIS
DESCRIPTION: The National Aeronautics and Space Administration (NASA) Glenn Research Center (GRC) intends to issue a Request for Proposal (RFP) 80GRC019R0007 for the Glenn Multiple Award Construction Contract-2 (GMACC-2). General construction tasks will include efforts from the following areas: architectural, civil, structural, mechanical, plumbing, HVAC, electrical, instrumentation and controls, demolition and design build.
Period of Performance: A two (2) year base period with one (1) three (3) year option is contemplated. The contract is expected to begin on October 1, 2019 and end on September 30, 2024.
TYPE OF CONTRACT AND NAICS: The Government anticipates multiple awards of ten (10) Indefinite Delivery / Indefinite Quantity (IDIQ) contracts. Discrete projects will be competed resulting in award of Firm Fixed Price (FFP) task orders under the GMACC-2 IDIQ contracts. The North American Industry Classification System (NAICS) Code is 236220 (Commercial and Institutional Building Construction Contractors) with Small Business Size Standard of $36.5 million over a three-year average in annual receipts for determining whether or not a business is small.
TYPE OF SET-ASIDE: The Government anticipates making two (2) awards in each of the following categories: Small business, HUBZone, 8(A), Service Disabled Veteran Owned, and Woman Owned. The 8(A) awards will be restricted to those serviced by the Small Business Administration (SBA) Cleveland District.
CONSTRUCTION MAGNITUDE: The estimated price for each individual project will range from approximately $10K to $10M. The average number of projects awarded per year is 35 to 45.
SELECTION PROCESS: The basis for source selection will be conducted in accordance with Federal Acquisition Regulation (FAR) and NASA FAR Supplement (NFS) Part 15, using a Past Performance/ Price Tradeoff Process (PPT).
DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussions if found to be in the Government's best interest.
ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing a Draft Request for Proposal (RFP) on or about March 11, 2019. The Government anticipates releasing the final RFP on or about April 11, 2019, with an approximate closing date of May 13, 2019. Actual dates and times will be identified in the solicitation.
INDUSTRY DAY: Industry Day for the GMACC-2 will be held on Thursday April 09, 2019, at the Ohio Aerospace Institute (OAI) located at 22800 Cedar Point Rd, Cleveland, OH 44142. The intent of the industry day is to provide a general overview of the solicitation and the Government's expectation of the contractor's responsibilities during the performance of the contract.

Attendance at the Industry Day is neither required nor a prerequisite for proposal submission, and will not be considered in the evaluation.

Written questions of a technical or contractual nature resulting from the Industry Day shall be submitted to scott.d.haumesser@nasa.gov and jeremiah.f.ocallahan@nasa.gov. Telephone inquiries are NOT acceptable. The deadline for the submission of written questions is May 8, 2019.

System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award, an offeror is not actively registered in the SAM database, the Government reserves the right to award to the next prospective offeror.

The information submitted in response to this source sought notice shall include the plan, capabilities, qualifications, and any recent experience similar in nature to the aforementioned activities. Interested parties shall submit a capability statement, indicating the ability to perform all aspects of the effort described herein. Responses shall be limited to no more than 10 pages. These pages shall consist of the following:
1. GENERAL INFORMATION: A cover page which briefly describes your company and the types of services performed. This cover page must also include: the names, e-mail addresses, and phone numbers for any points of contacts (POCs), the company's address, CAGE Code/DUNS number, and the type of business demographic that applies (i.e. small business, large business, women-owned).
2. PAST PERFORMANCE: The Offeror shall also provide contract information on similar contracts over the past three (3) years. This information shall include: the name of customer/agency, types of services provided, type of contract, and total contract value. Whether the contract was a prime or subcontract. If subcontract, please provide details regarding prime contract and your company's role in supporting the prime contractor.
