NASA Glenn Research Center 2016 Building Demolition Soil Sampling Project

Building 98 Demolition Sampling Soil Characterization Executive Summary

Leidos Inc. was requested to conduct an environmental site assessment in support of the 2016 Building Demolition Sampling Project. The assessment, titled Building 98 Demolition Sampling Project, was conducted at the National Aeronautics and Space Administration Glenn Research Center (NASA GRC) and pursuant to NASA form C-709 Work Request #EW-674925. The site assessment was designed to identify if soil contamination occurred during previous activities on the site. The following is a brief summary of the field activities conducted to acquire the soil samples.

The sampling took place on 7/13/16 and consisted of a total of one borehole. The borehole was drilled using a GeoProbe drill rig provided by Leidos Environmental Equipment and Supply of Harrisburg, PA. The borehole was located at the north end of Building 98. See appendix I for a map indicating the location of the boreholes. The NASA GRC Surveyors plotted the borehole location, assigned a number to the borehole and cleared the location for utilities.

A total of one borehole was drilled in support of this project. The borehole was drilled to a depth of eight feet. One composite sample was collected from the entire length of the borehole resulting in one distinct sample. The sample was analyzed for disposal parameters.

See appendix II for a list of disposal parameters. The sample was acquired using a four foot stainless steel auger with an acetate liner. The sample was screened in the field with a Photo Ionization Detector (PID) meter to check for Volatile Organic Compound (VOC) contamination.

A TerraCore sampling system was used to acquire the VOC sample. This system incorporates a small plunger which is pushed into the soil to take approximately a 5 gram sample. The sample is immediately placed in a 40 ml VOA containing a preservative. This process produces a more accurate representation of the VOC content in the soil by limiting VOC loss through evaporation. The sample was containerized and labeled by Leidos and was picked up by a currier from TestAmerica Laboratories Inc., which is located in North Canton, Oh.

Borehole G-06-63-E was sampled on 7/13/16 at 9:05am and is located north of Building 98 in a concrete pad next to the building. It was drilled to the depth of eight feet. See appendix I for a map indicating exact borehole location. The first push resulted in 6 inches of concrete and gravel fill and the remainder consisted of brown sandy clay. The remainder of the sample consisted of wet gray to brown clay. Field screening with the PID indicated that there were no elevated levels of VOC’s in the sample. A composite sample was taken from the entire length of the borehole and containerized in the field.

The sample was transported to Building 215 and stored in a refrigerator pending laboratory pick-up. The sample was labeled with project name, borehole number, date, time and initials of the sampler. A chain of custody was filled out with contact information, borehole identification number and the type of analysis requested. See appendix III for a copy of the chain of custody.

The sample was picked up on 7/13/16 at 11:45am and transported directly to TestAmerica Laboratory Inc. in North Canton, Ohio.

The final analytical report was received from TestAmerica Laboratories Inc. on 7/27/16. See appendix IV for the complete analytical report.

A review of the analytical report raised concerns that 1,4-Dichlorobenzene showed up at low levels in many of the samples. This produced questions about possible contamination of the samples at some point in the sampling/analysis process. The lab was contacted and asked about this issue. The response by TestAmerica Laboratories Inc. is contained in appendix V.

Report Number: 240-67113-1

With the exceptions noted as flags or footnotes, standard analytical protocols were followed in the analysis of the samples and no problems were encountered or anomalies observed. In addition all laboratory quality control samples were within established control limits, with any exceptions noted below. Each sample was analyzed to achieve the lowest possible reporting limit within the constraints of the method. In some cases, due to interference or analytes present at high concentrations, samples were diluted. For diluted samples, the reporting limits are adjusted relative to the dilution required.

The 8015C DAI analysis were performed at the TestAmerica Nashville Laboratory.

TestAmerica Canton attests to the validity of the laboratory data generated by TestAmerica facilities reported herein. All analyses performed by TestAmerica facilities were done using established laboratory SOPs that incorporate QA/QC procedures described in the application methods. TestAmerica’s operations groups have reviewed the data for compliance with the laboratory QA/QC plan, and data have been found to be compliant with laboratory protocols unless otherwise noted below.

The test results in this report meet all NELAP requirements for parameters for which accreditation is required or available. Any exceptions to NELAP requirements are noted in this report. Pursuant to NELAP, this report may not be reproduced, except in full, without the written approval of the laboratory.

Calculations are performed before rounding to avoid round-off errors in calculated results.

All holding times were met and proper preservation noted for the methods performed on these samples, unless otherwise detailed in the individual sections below.

All solid sample results are reported on an "as received" basis unless otherwise indicated by the presence of a % solids value in the method header.

This laboratory report is confidential and is intended for the sole use of TestAmerica and its client.

Sample G-06-63-E (240-67113-1) was analyzed for polychlorinated biphenyls (PCBs) in accordance with EPA SW-846 Method 8082A. The samples were prepared on 07/15/2016 and analyzed on 07/19/2016.

Surrogates are added during the extraction process prior to dilution. When the sample dilution is 5X or greater, surrogate recoveries are diluted out and no corrective action is required. All of the samples in this data set analyzed for PCBs were subjected to the sulfuric acid cleanup procedure before instrumental analysis, per EPA Method 3665A.

The following sample appears to contain polychlorinated biphenyls (PCBs); however, due to weathering or other environmental processes, the PCBs in the sample do not closely match any of the laboratory's Aroclor standards used for instrument calibration:

G-06-63-E (240-67113-1). The sample has been quantified and reported as a mixture of Aroclors 1254 and 1260. Due to the poor match with the Aroclor standard(s), there is increased qualitative and quantitative uncertainty associated with this result.

The following samples required a tetrabutylammonium sulfite (TBA) clean-up to reduce matrix interferences caused by sulfur: G-06-63-E (240-67113-1), (240-67119-E-1-A), (240-67119-E-1-B MS) and (240-67119-E-1-C MSD).2595797: 2103098, 2586316
