NASA Glenn Research Center 2016 Building Demolition Soil Sampling Project

Building 102 Demolition Sampling Soil Characterization Executive Summary

Leidos Inc. was requested to conduct an environmental site assessment in support of the 2016 Building Demolition Soil Sampling Project. The assessment, titled Building 102 Demolition Sampling Project, was conducted at the National Aeronautics and Space Administration Glenn Research Center (NASA GRC) and pursuant to NASA form C-709 Work Request #EW-674925.

The site assessment was designed to identify if soil contamination occurred during previous activities on the site. The following is a brief summary of the field activities conducted to acquire the soil samples.

The sampling took place on 7/13/16 and consisted of a total of four boreholes. The boreholes were drilled using a GeoProbe drill rig provided by Leidos Environmental Equipment and Supply of Harrisburg, PA. The boreholes are located around the perimeter of Building 102. See appendix I for a map indicating the location of the boreholes. The NASA GRC Surveyors plotted the borehole locations, assigned a number to the boreholes and cleared the locations for utilities.

A total of four boreholes were drilled in support of this project. The boreholes were each drilled to the depth of eight feet. One composite sample was collected from the entire length of each borehole resulting in a total of four distinct samples. The samples were analyzed for disposal parameters. See appendix II for a list of disposal parameters. The samples were acquired using a four foot stainless steel auger with an acetate liner. The samples were screened in the field with a Photo Ionization Detector (PID) meter to check for Volatile Organic Compound (VOC) contamination. A TerraCore sampling system was used to acquire the VOC sample. This system incorporates a small plunger which is pushed into the soil to take approximately a 5 gram sample. The sample is immediately placed in a 40 ml VOA containing a preservative. This process produces a more accurate representation of the VOC content in the soil by limiting VOC loss through evaporation. The samples were containerized and labeled by Leidos and were picked up by a currier from TestAmerica Laboratories Inc., which is located in North Canton, Oh.

Borehole G-06-59-E was sampled on 7/13/16 and is located at the northeast corner of Building 102 in an asphalt paved area next to an abandoned oil/water separator. It was drilled to the depth of eight feet. See appendix I for a map indicating exact borehole location. The top eight inches of the sample consisted of asphalt and gravel fill with the remainder consisting of wet, sandy, brown clay. Field screening with the PID indicated that there were no elevated levels of VOC’s in the sample. A composite sample was taken from the entire length of the borehole and containerized in the field.

Borehole G-06-60-E was sampled on 7/13/16 and is located north of Building 102 in the asphalt paved area outside of the Building 102 test bay doors. It was drilled to the depth of eight feet.

See appendix I for a map indicating the exact borehole location. The top eight inches of sample consisted of asphalt and gravel fill with the remainder consisting of hard packed, brown clay.

Field screening with the PID indicated that there were no elevated levels of VOC’s in the sample. A composite sample was taken from the entire length of the borehole and containerized in the field.

Borehole G-06-61-E was sampled on 7/13/16 and is located at the southwest corner of Building 102 in the grassy area next to a cement driveway leading to the building shop area. It was drilled to the depth of eight feet. See appendix I for a map indicating the exact borehole location. The top four inches of the sample consisted of grass and organic matter with the remainder consisting of brown native soil. Field screening with the PID indicated that there were no elevated levels of VOC’s in the sample. A composite sample was taken from the entire length of the borehole and containerized in the field.

Borehole G-06-62-E was sampled on 7/13/16 and is located at the northwest corner of Building 102 in an asphalt paved area outside of a bay door. It was drilled to the depth of eight feet.

See appendix I for a map indicating the exact borehole location. The sample consisted of one foot of brown soil transitioning to hard packed brown clay. Field screening with the PID resulted in elevated readings ranging from 201ppb to 1043ppb at the depth of about five feet.

Due to the elevated readings, an extra TerraCore sample was taken from this area. This sample was labeled G-06-62-E-1 on the chain of custody. A composite sample was taken from the entire length of the remaining sample and containerized in the field.

The samples were transported to Building 215 and stored in a refrigerator pending laboratory pickup. The samples were labeled with project name, borehole number, date, time and initials of the sampler. A chain of custody was filled out with contact information, borehole identification numbers and the type of analysis requested. See appendix III for a copy of the chain of custody. The sample was picked up on 7/13/16 at 11:45am and transported directly to TestAmerica Laboratories Inc. in North Canton, Ohio.

The final analytical report was received from TestAmerica Laboratories Inc. on 7/27/16. See appendix IV for the complete analytical report.

A review of the analytical report raised concerns that 1,4-Dichlorobenzene showed up at low levels in many of the samples. This produced questions about possible contamination of the samples at some point in the sampling/analysis process. The lab was contacted and asked about this issue. The response by TestAmerica Laboratories Inc. is contained in appendix V.

With the exceptions noted as flags or footnotes, standard analytical protocols were followed in the analysis of the samples and no problems were encountered or anomalies observed. In addition all laboratory quality control samples were within established control limits, with any exceptions noted below. Each sample was analyzed to achieve the lowest possible reporting limit within the constraints of the method. In some cases, due to interference or analytes present at high concentrations, samples were diluted. For diluted samples, the reporting limits are adjusted relative to the dilution required.

The 8015C - DAI DI Leach - Nonhalogenated Organic by Direct Aqueous Injection analysis was performed at the TestAmerica Nashville Laboratory.

TestAmerica Canton attests to the validity of the laboratory data generated by TestAmerica facilities reported herein. All analyses performed by TestAmerica facilities were done using established laboratory SOPs that incorporate QA/QC procedures described in the application methods. TestAmerica’s operations groups have reviewed the data for compliance with the laboratory QA/QC plan, and data have been found to be compliant with laboratory protocols unless otherwise noted below.

The test results in this report meet all NELAP requirements for parameters for which accreditation is required or available. Any exceptions to NELAP requirements are noted in this report. Pursuant to NELAP, this report may not be reproduced, except in full, without the written approval of the laboratory.

Calculations are performed before rounding to avoid round-off errors in calculated results.

All holding times were met and proper preservation noted for the methods performed on these samples, unless otherwise detailed in the individual sections below.

All solid sample results are reported on an "as received" basis unless otherwise indicated by the presence of a % solids value in the method header.

This laboratory report is confidential and is intended for the sole use of TestAmerica and its client.

RECEIPT

The samples were received on 7/13/2016 1:35 PM; the samples arrived in good condition, properly preserved and, where required, on ice.

The temperatures of the 4 coolers at receipt time were 9.0º C, 9.7º C, 11.1º C and 15.9º C.

Exception:

The following samples were received at the laboratory outside the required temperature criteria: G-06-59-E (240-67116-1), G-06-60-E

(240-67116-2), G-06-61-E (240-67116-3), G-06-62-E (240-67116-4), and G-06-62-E-1 (240-67116-5). The samples are considered acceptable since they were collected and submitted to the laboratory on the same day and there is evidence that the chilling process has begun.

TCLP VOLATILE ORGANIC COMPOUNDS (GCMS)

Samples G-06-59-E (240-67116-1), G-06-60-E (240-67116-2), G-06-61-E (240-67116-3) and G-06-62-E (240-67116-4) were analyzed for

TCLP volatile organic compounds (GCMS) in accordance with EPA SW-846 Methods 1311/8260B. The samples were leached on 07/21/2016 and 07/24/2016 and analyzed on 07/24/2016 and 07/25/2016.

The method blank for preparation batch 240-239544 contained Tetrachloroethene above the reporting limit (RL). None of the samples associated with this method blank contained the target compound; therefore, re-extraction and/or re-analysis of samples were not

VOLATILE ORGANIC COMPOUNDS (GCMS)

Samples G-06-59-E (240-67116-1), G-06-60-E (240-67116-2), G-06-61-E (240-67116-3), G-06-62-E (240-67116-4) and G-06-62-E-1

(240-67116-5) were analyzed for volatile organic compounds (GCMS) in accordance with EPA SW-846 Method 8260B. The samples were prepared on 07/14/2016 and analyzed on 07/18/2016.

Bromoform and trans-1,3-Dichloropropene were detected in method blank MB 240-238625/6 at levels that were above the method detection limit but below the reporting limit. The values should be considered estimates, and have been flagged. If the associated sample reported a result above the MDL and/or RL, the result has been flagged.

The laboratory control sample (LCS) for preparation batch 240-238306 and analytical batch 240-238625 recovered outside control limits for the following analytes: Carbon Tetrachloride and 2,2-Dichloropropane. These analytes were biased high in the LCS and were not detected in the associated samples: G-06-59-E (240-67116-1), G-06-60-E (240-67116-2), G-06-61-E (240-67116-3), G-06-62-E (240-67116-4), G-06-62-E-1 (240-67116-5), (LCS 240-238625/5), and (MB 240-238625/6); therefore, the data have been reported.

Insufficient sample volume was available to perform a matrix spike/matrix spike duplicate/sample duplicate (MS/MSD/DUP) associated with preparation batch 240-238306 and analytical batch 240-238625 on these samples: G-06-59-E (240-67116-1), G-06-60-E (240-67116-2), G-06-61-E (240-67116-3), G-06-62-E (240-67116-4), and G-06-62-E-1 (240-67116-5).

SEMIVOLATILE ORGANIC COMPOUNDS (GCMS)

Samples G-06-59-E (240-67116-1), G-06-60-E (240-67116-2), G-06-61-E (240-67116-3) and G-06-62-E (240-67116-4) were analyzed for semivolatile organic compounds (GCMS) in accordance with EPA SW-846 Method 8270D. The samples were prepared on 07/15/2016 and 07/21/2016 and analyzed on 07/19/2016 and 07/25/2016.

Benzoic acid, Hexachlorocyclopentadiene, Pentachlorophenol and Pyridine failed the recovery criteria low for the MS of sample 240-67115-3 in batch 240-238721.

Hexachlorocyclopentadiene failed the recovery criteria low for the MSD of sample 240-67115-3 in batch 240-238721. Benzoic acid, Bis(2-chloroethyl)ether, Pentachlorophenol and Pyridine exceeded the RPD limit.

The surrogate recovery for the blank and LCS associated with preparation batch 490-355765 and analytical batch 490-355792 were outside the upper control limits. Samples associated with this blank and LCS were in range; therefore, samples are being reported.

POLYCHLORINATED BIPHENYLS (PCBS)

Samples G-06-59-E (240-67116-1), G-06-60-E (240-67116-2), G-06-61-E (240-67116-3) and G-06-62-E (240-67116-4) were analyzed for polychlorinated biphenyls (PCBs) in accordance with EPA SW-846 Method 8082A. The samples were prepared on 07/15/2016 and analyzed on 07/19/2016.

Surrogates are added during the extraction process prior to dilution. When the sample dilution is 5X or greater, surrogate recoveries are diluted out and no corrective action is required. All of the samples in this data set analyzed for PCBs were subjected to the sulfuric acid cleanup procedure before instrumental analysis, per EPA Method 3665A.

The following samples required a tetrabutylammonium sulfite (TBA) clean-up to reduce matrix interferences caused by sulfur: G-06-59-E (240-67116-1), G-06-60-E (240-67116-2), G-06-61-E (240-67116-3), G-06-62-E (240-67116-4), (240-67119-E-1-A), (240-67119-E-1-B

MS), and (240-67119-E-1-C MSD). Reagents: 2595797, 2103098, and 2586316.

No additional analytical or quality issues were noted, other than those described above or in the Definitions/Glossary page.

TCLP METALS (ICP)

Samples G-06-59-E (240-67116-1), G-06-60-E (240-67116-2), G-06-61-E (240-67116-3) and G-06-62-E (240-67116-4) were analyzed for TCLP metals (ICP) in accordance with EPA SW-846 Methods 1311/6010C. The samples were leached on 07/21/2016, prepared on 07/22/2016 and analyzed on 07/25/2016.

Aluminum was detected in method blank MB 240-239381/2-A and Aluminum, Arsenic, Chromium and Nickel were detected in method blank LB 240-239340/1-B at levels that were above the method detection limit but below the reporting limit. The values should be considered estimates, and have been flagged. If the associated sample reported a result above the MDL and/or RL, the result has been flagged.

TOTAL METALS (ICP)

Samples G-06-59-E (240-67116-1), G-06-60-E (240-67116-2), G-06-61-E (240-67116-3) and G-06-62-E (240-67116-4) were analyzed for total metals (ICP) in accordance with EPA SW-846 Method 6010C. The samples were prepared on 07/15/2016 and analyzed on

07/18/2016 and 07/19/2016.

Several analytes failed the recovery criteria low for the MS and MSD of sample 240-67161-1 in batch 240-238690. Lead exceeded the

RPD limit.

No additional analytical or quality issues were noted, other than those described above or in the Definitions/Glossary page.

TCLP MERCURY

Samples G-06-59-E (240-67116-1), G-06-60-E (240-67116-2), G-06-61-E (240-67116-3) and G-06-62-E (240-67116-4) were analyzed for TCLP mercury in accordance with EPA SW-846 Methods 1311/7470A. The samples were leached on 07/21/2016, prepared on 07/22/2016 and analyzed on 07/23/2016.

No analytical or quality issues were noted, other than those described above or in the Definitions/Glossary page.

MERCURY

Samples G-06-59-E (240-67116-1), G-06-60-E (240-67116-2), G-06-61-E (240-67116-3) and G-06-62-E (240-67116-4) were analyzed for mercury in accordance with EPA SW-846 Method 7471B. The samples were prepared on 07/15/2016 and analyzed on 07/18/2016.

SULFIDE
