About this opportunity
Fermi National Accelerator Laboratory, a civilian agency of the Department of Energy, is soliciting construction services for electrical medium voltage work to install overhead feeders and underground duct bank as part of the Giese Road Substation Feeder 24 Backfeed project. The work includes pulling approximately 515 feet of 15kV power cable and terminating and testing per specifications, with all work to be performed in accordance with the detailed Statement of Work, drawing set, and individual technical specifications provided in the solicitation exhibits. Key contract requirements include the provision of transportation, overhead costs, bonding, insurance, safety oversight, quality control oversight, and supervision necessary to complete the project as described. The solicitation does not specify explicit evaluation criteria beyond compliance with the detailed technical and contractual requirements outlined in the exhibits. Critical deadlines include questions closing on December 22, 2025 at 5:00 p.m. CST, with the Request for Proposal closing on December 29, 2025 at 3:00 p.m. CST; a pre-proposal meeting and mandatory site visit are scheduled for December 18, 2025 at 1:00 p.m. CST at Fermilab in Batavia, Illinois.
This solicitation is designated as a Total Small Business set-aside. No incumbent contractor or award value is identified in the notice. All on-site work must be completed by February 1, 2026, establishing a tight construction timeline of approximately five weeks from the proposal closing date. The project will be performed at Fermi National Accelerator Laboratory in Batavia, Illinois 60510. U.S. citizenship is required for all attendees at the site visit, and prospective offerors must complete an onsite access request form in advance of the December 18 meeting. Multiple amendments have been issued to the original solicitation, adding technical exhibits, extending deadlines, and providing clarifications through a Questions and Answers section that must be acknowledged as part of any proposal submission.
