About this opportunity
The Department of the Interior National Park Service Northeast Region seeks replacement of HVAC equipment in the Memorial House Museum at George Washington Birthplace National Monument, with proposals due July 1, 2026. The procurement is reserved for Service-Disabled Veteran-Owned Small Businesses.
Place of performance is Colonial Beach, Virginia. The project runs September 1 through November 10, 2026. The NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors; PSC is N045, Installation of Equipment—Plumbing, Heating, and Waste Disposal Equipment.
The scope includes demolition and removal of the existing water source heat pump system with ground source condensing water loops and installation of a new system comprising five water source heat pumps (1.5 to 3 tons each), a propane-fired boiler (Burnham X-206LP, 146 MBH), a cooling tower (BAC VFL-024-12H, 24-ton capacity), five inline circulation pumps with variable frequency drives, expansion tanks, air separators, and side stream filtration. The electrical work requires new branch circuit wiring, safety switches, and variable frequency drive installations from the existing main distribution panel (120/240V, 1O, 200A). Historic preservation is required; contractors must minimize disturbance to historic fabric and coordinate all penetrations with the Contracting Officer. Refrigerant removal must comply with EPA guidelines. The building must maintain climate control continuously during construction. Contractors should assume the presence of asbestos or lead and plan accordingly with partitioning, dust containment, and negative air machines.
This is a firm-fixed-price contract. Offerors are responsible for all expenses, including applicable Virginia sales and use taxes on materials, which cannot be grounds for post-award modification. Davis-Bacon prevailing wage rates apply. The contract is subject to FAR 36.211(b) change order procedures.
