About this file

This file contains Questions and Answers (RFIs 49-59) for federal contract opportunity 140P4326R0013 – GEWA Replace HVAC Equipment.

Key clarifications from the RFIs address personnel staffing, project scheduling, environmental conditions, and equipment specifications. One individual may serve as Superintendent, Site Safety and Health Officer (SSHO), and Quality Control Manager simultaneously. The period of performance may be extended post-award if material and equipment lead times require adjustment due to market conditions. The building must maintain climate control continuously, and contractors should assume the presence of asbestos or lead and plan accordingly with partitioning, dust containment, and negative air machines. The project does not require phasing, with only one to two occupants in the building during work. No permitting is required, and the project qualifies as tax-exempt. Direct Digital Control systems are not limited to Siemens; other manufacturers providing standalone controls are acceptable, and the government has no preferred vendor. These responses provide bidders with essential project parameters for proposal development.
