About this opportunity

The Federal Emergency Management Agency (FEMA) is procuring generators rated at 401kW and above through an Indefinite Delivery, Indefinite Quantity (IDIQ) single-award contract vehicle with firm fixed-price delivery orders for up to three years. The generators must meet Tier 4FINAL EPA emissions standards and be configured as chassis-mounted, weather-proofed units with three-phase switchable voltage (120/208, 139/240, or 277/480V), 24-hour internal fuel tanks, air ride suspension, and parallel capabilities to support FEMA's disaster relief operations and fleet modernization efforts. Evaluation will be conducted on a best-value tradeoff basis, with technical factors—including technical specifications and delivery approach—weighted more heavily than price. Additional evaluation criteria include past performance, delivery capabilities, and cost control. The deadline for submitting questions is December 30, 2025, and proposals must be received by January 13, 2026, at 12:00 PM EST. All submissions must be made electronically through the System for Award Management (SAM) database, where prospective offerors must also be registered and complete online representations and certifications.

This procurement is designated as a Total Small Business Set-Aside under NAICS code 335312 (Motor and Generator Manufacturing), with a guaranteed minimum contract value of $540,000. No incumbent contractor is identified in the available documentation. Delivery locations span both Continental United States (CONUS) and Other than Continental United States (OCONUS) sites, including distribution centers in Greencastle, Pennsylvania; Atlanta, Georgia; Fort Worth, Texas; Tracy, California; Hawaii; Guam; and the Caribbean region. The contract includes specific requirements for vendor-provided training to FEMA mechanics, detailed technical specification submissions, diagnostic software and hardware capabilities, and a 30-day repair or replacement obligation if generators fail inspection. The pricing structure covers generator sizes ranging from 401kW to 1mW, with individual task orders to be issued throughout the three-year performance period based on FEMA's operational needs.
