About this opportunity

The U.S. Army Corps of Engineers, Omaha District, seeks rehabilitation of drain lines at Gavins Point Powerhouse in Yankton, South Dakota, with proposals due July 28, 2026. This is a total small business set-aside, limiting competition to firms meeting the $19 million size standard for NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors).

Place of performance is the powerhouse at Gavins Point Dam, located at the South Dakota-Nebraska border near Crofton, Nebraska. The scope includes removal of a lodged pipe snake cutter head, mechanical cleaning and CCTV inspection, and Cured-In-Place Pipe (CIPP) lining rehabilitation of three drain lines: 130 feet of 3-inch diameter, 170 feet of 4-inch diameter, and 130 feet of 6-inch diameter piping located on the B-Floor at elevation 1161.0. All pipeline preparation, including removal of tuberculation and scale to restore original diameter, is the contractor's responsibility with no additional compensation. The 6-inch line requires ASTM F3240-17 compliant seamless molded hydrophilic gaskets at terminal ends; 3-inch and 4-inch lines may use approved hydrophilic paste, caulking, or alternative methods. Work must be completed 120 calendar days after Notice to Proceed and is limited to Monday–Friday, 7:00 AM–4:00 PM, with USACE crane support available Monday–Thursday, 7:30 AM–4:00 PM.

Estimated construction cost is between $100,000 and $250,000. The contract uses four lump-sum CLINs covering preparatory setup, pre-lining inspection and cleaning, liner installation and quality control, and restoration and closeout. Evaluation prioritizes past performance and experience over price; offerors must provide three to five project references completed within seven years demonstrating CCTV inspection and CIPP rehabilitation of comparable small- to medium-diameter systems. Pricing must include mobilization, labor, materials, equipment rental, licenses, and insurance (Workman's Compensation $100,000; General Liability $1,000,000 per occurrence; Automobile Liability $200,000 per person; Aircraft and Vessel insurance as applicable). Offerors must hold prices firm for 90 calendar days. Pre-construction submittals include Activity Hazard Analysis, safety plan, quality control plan, and technician qualifications; CIPP system warranty of at least one year from final acceptance is required. Amendment 0003, effective July 14, permits subcontractor past performance submission with a binding Subcontracting Agreement or Letter of Commitment. Questions and answers documents were updated as of July 23, 2026. Submit electronically to Brianna Wohlers at Brianna.N.Wohlers@usace.army.mil as a single PDF not exceeding 25 pages (price worksheet excluded).
