About this file

This is a Questions and Answers document for federal contract W9128F26QA054, Gavins Point Powerhouse Drain Rehab, issued by the U.S. Army Corps of Engineers.

The document addresses contractor inquiries regarding drainage pipeline rehabilitation at Gavins Point Powerhouse. Key clarifications include: site visits may be arranged by contacting eric.e.johnson@usace.army.mil or Michael.y.nuss@usace.army.mil; no existing inspection videos or reports are available; access points and their diameters are documented on project prints; no additional cleanouts or minimally invasive cleanouts will be permitted as piping is encased in concrete; pipeline depths are shown in Attachment A; and above-ground project photos are provided as a separate attachment. The contractor is responsible for removing a known obstruction (stuck cutting head from a sewer snake) and must factor this removal into mobilization, cleaning, and preparation pricing with no additional compensation provided, regardless of whether vacuum excavation becomes necessary. Pipeline preparation, including heavy tuberculation and scale removal, is the contractor's sole responsibility and must be priced under applicable Contract Line Item Numbers (CLINs). Service connection reinstatement is a standard component of CIPP (Cured-in-Place Pipe) lining requiring no separate line item. For end-seal requirements, the 6-inch line requires ASTM F3240-17 compliant seamless molded hydrophilic gaskets, while 3-inch and 4-inch lines may use approved hydrophilic paste, caulking, or alternative methods to maintain watertight seals without restricting hydraulic capacity.

Gavins Point Powerhouse Drain Rehab

Questions & Answers

Q: Would it be possible to do a site visit to review the project location and layout of the work area?

A: If you would like to arrange an appointment to view the site, please contact eric.e.johnson@usace.army.mil or Michael.y.nuss@usace.army.mil.

Q: Are there any existing videos and/or inspection reports for each line?

A: We have the tradesmen’s working knowledge, but no saved videos or reports.

Q: What are the existing access points? What are the diameters of those access points?

A: Access points are noted on the prints that are posted with the solicitation. Diameters of the access points should be close to the same size as the pipe being accessed.

Q: Will the owner allow the installation of additional clean-outs or access points to facilitate the heavy cleaning needed, the liner installations and access for the robotic cutter for reinstating any branch connections?

A: No additional cleanouts will be allowed. Piping is encased in concrete and extensive work would be needed to add clean outs. Drains on other floors were completed in the same manner without additional clean outs.

Q: If so, will the owner add a line item to cover this work?

A: No additional line items will be added.

Q: Will the owner allow “Minimally Invasive Clean-Outs” to be installed for access. One hundred percent compliant with ASTM F3097-22.

A: No additional cleanouts will be allowed.

Q: What are the depths of the lines?

A: Refer to piping section views shown in Attachment A.

Q: Can you provide above ground photos of the project area?

A: View photo attachment PDF uploaded with this Q&A document.

Q: Will the owner add a line item to cover the unknown time/materials needed to remove the jet head that is stuck in the pipe?

A: It is a cutting head to a sewer snake. No separate line item will be added for the removal of the existing stuck cutting head. This obstruction is a known site condition. The contractor must factor the removal of known pipeline obstructions into their mobilization, cleaning, and preparation pricing.

mailto:eric.e.johnson@usace.army.mil mailto:Michael.y.nuss@usace.army.mil

Q: If the jet head cannot be removed through trenchless methods, will the owner add a line item to provide a small vacuum excavation to retrieve the jet nozzle?

A: No pre-emptive line item will be added. As stated in the previous response, this is a known obstruction. The contractor is responsible for utilizing whatever means and methods are necessary (including vacuum extraction, if required) to clear the line and fulfill the contract scope. Additional compensation will not be provided for alternative methods used to remove a known obstruction.

Q: Is it the intent to line the trunk lines only or does the owner want to line/seal each connection as well? If so, what means or methods are to be used for the connection portion of the pipe?

A: The drain line segments subject to lining, including requirements for connections, are clearly shown in Attachment A. The specific means and methods used to execute the connection portions are the responsibility of the contractor, subject to the material and performance requirements outlined in the contract specifications and Government submittal approval.

Q: Would the owner consider adding a line item for the heavy tuberculation removal either by the hour or by the foot. This will eliminate the need for a contractor to artificially inflate the cost due to unknown time/labor that will be needed to complete.

A: No. Pipeline preparation, including the removal of heavy tuberculation, scale, and debris to restore the pipe to its original inner diameter prior to lining, is the sole responsibility of the contractor. This must be priced in under applicable CLIN items.

Q: Will the owner add a line item for each service reinstatement to be completed through robotic means?

A: Reinstatement of active service connections is a standard component of CIPP lining. No separate line item will be added.

Q: Does the owner require Seamless Molded Hydrophilic Gaskets at each end of every liner? ASTM F3240-17 compliant.

A: For the 6-inch line, the contractor shall install ASTM F3240-17 compliant Seamless Molded Hydrophilic Gaskets at all terminal ends.

For the 3-inch and 4-inch lines, due to diameter constraints, the contractor may utilize an approved ASTM F3240-compliant hydrophilic paste, caulking, or alternative end-seal method to ensure a watertight seal without restricting the pipe’s hydraulic capacity.
