About this opportunity
The Department of State, U.S. Embassy Abu Dhabi, seeks gardening and landscape maintenance services for the Embassy compound, Chief of Mission Residence, and Deputy Chief of Mission Residence in Abu Dhabi, UAE, with proposals due July 14, 2026, at 10:00 AM local time. Amendment 001 extended the original June 30 deadline; Amendment 002 added Questions & Answers clarification. No set-aside applies.
Place of performance encompasses three locations: the Embassy Compound (10,032 square meters), CMR (1,450 square meters), and DCMR (165 square meters). The contractor must provide complete grounds maintenance including grass cutting, edging, trimming, weeding, pest and disease control, tree pruning, planter box maintenance, indoor plant care, constructed wetland maintenance, volleyball court maintenance, and life-cycle plant replacement. Annual seasonal plant delivery is required: 10,000 plants for the Embassy (delivered in four to five batches), 1,500 for CMR, and 1,250 for DCMR. A trained horticulturist with eight years' experience must provide monthly technical guidance. Work is performed in-house; no subcontracting is permitted.
The base contract runs 12 months with four one-year renewal options plus an optional six-month extension under FAR 52.217-8, for a possible five-and-a-half-year duration. Pricing is fixed in United Arab Emirates Dirhams (AED) monthly and annually, with Value Added Tax listed separately. The contractor must supply all labor, materials, tools, equipment, and insurance, including Defense Base Act and general liability coverage of AED 1,500,000 for bodily injury and property damage.
Staffing requires one full-time on-site supervisor with seven years' supervisory experience, eight full-time gardeners (five for Embassy, two for CMR, one for DCMR), each with minimum three years' experience. Work hours are 6:00 AM to 5:00 PM Monday through Sunday at the Embassy and 8:00 AM to 5:00 PM at residences, with one weekend day off.
Offerors must demonstrate seven years of established UAE business operations with permanent address and telephone, active SAM registration at submission and award, past performance on at least ten gardening maintenance contracts completed in the UAE within five years with minimum twelve-month duration, and audited financial statements for 2022–2024. A mandatory site visit occurred June 10, 2026. Award will be made to the lowest-priced, technically acceptable offer from a responsible contractor. Evaluation criteria weight price and technical acceptability; past performance, contractor qualifications, financial capability, and responsibility determination are considered.
