About this opportunity

The USDA Forest Service is seeking contractors to replace vault toilet facilities at three campgrounds in the Santa Fe National Forest's Pecos/Las Vegas Ranger District north of Pecos, New Mexico. The project involves comprehensive demolition and replacement work across Field Tract Campground (demolishing one 288 sq. ft. concrete block flush toilet building and installing one double-vault pre-cast concrete toilet with gravel pathway), Link's Tract Campground (replacing one single-vault toilet with one double-vault pre-cast concrete toilet and gravel pathways), and Jack's Creek Campground (demolishing four composting toilets and two double-vault toilet buildings to install six double-vault pre-cast concrete toilets with concrete sidewalks). The work includes specialized tasks such as asbestos abatement at the Field Tract site, pumping existing tanks, foundation removal and backfilling, and trash bin reinstallation. This pre-solicitation notice was posted on September 5, 2025, with a due date of September 20, 2025, and the contract performance period is estimated at 180 days with work expected between May 1, 2025, and October 31, 2025.

This procurement opportunity is designated as a Total Small Business set-aside under the Great American Outdoors Act (GAOA) funding program. The project falls under NAICS code 238910 (Site Preparation Contractors) and PSC category Y1FB (Construction of Recreational Buildings), indicating the specialized nature of the construction work required. The scope encompasses a total of eight double-vault pre-cast concrete toilets across the three campground locations, with each site requiring specific mobilization efforts and site preparation work. No incumbent contractors or specific budget ranges were disclosed in the pre-solicitation materials, though the detailed nature of the project including multiple demolition activities, new construction, and specialized abatement work suggests a substantial multi-campground infrastructure improvement initiative.
