About this opportunity

The USDA Forest Service is seeking contractors to repair and reconstruct the existing sanitary sewer collection system at the Big Smoky Administrative Site through a comprehensive infrastructure improvement project. The scope of work includes removing sewage sludge from two sewage lagoons and installing new 40 mil geomembrane liners, cleaning and reconditioning concrete structures and manhole channels, constructing a new wire laydown fence around the wastewater lagoon perimeter, reconstructing the existing RV Dump Station, pulverizing existing asphalt roadways to create smooth aggregate surfacing, and constructing new aggregate-surfaced access roads. Offerors will be evaluated using a tradeoff process that considers technical approach, past performance, key personnel experience, and worksite safety as factors of equal importance and approximately equal to cost in the overall evaluation. The solicitation has been amended twice, with the final response deadline extended to September 5, 2025, at 12:00 PM Mountain Time, and Amendment 0002 also modified work hours to Monday-Friday, 7:00 AM to 7:00 PM.

This opportunity is designated as a Total Small Business set-aside, with no current contractors or incumbents identified in the documentation. The estimated contract value ranges between $500,000 and $1,000,000, structured as a firm fixed-price contract requiring a bid guarantee of 20% of the bid price or $3 million, whichever is less. The period of performance has been updated to October 1, 2025, through October 30, 2026, providing contractors with a 13-month timeline to complete all required work. The project will be performed at the Big Smoky Administrative Site located in the Sawtooth National Forest, Fairfield Ranger District, Camas County, Idaho, in a mountainous, forested terrain environment. The work involves 35 separate line items covering various construction and infrastructure improvement tasks, from mobilization and erosion control to permanent seeding and signage installation.
