About this file
This document is an Amendment (Amendment #2) for the GAOA Big Smoky Admin Site Improvements Project for the Sawtooth National Forest, issued by the USDA Forest Service. The amendment modifies two key sections of the Forest Service Supplemental Specifications: Section 108 (Prosecution and Progress) and Section 207 (Earthwork Geosynthetics). Key changes include extending the work hours to Monday-Friday, 7:00 AM to 7:00 PM, and detailed specifications for geomembrane liner installation, which requires a 40 mil seamless double scrim reinforced polyethylene liner with specific technical performance characteristics. The response date is extended to 9/05/2025 at 12:00 noon MT, and the Period of Performance is changed to 10/01/2025 - 10/30/2026. The geomembrane liner installation requires precise surface preparation, careful placement, and mandatory seepage testing with strict leakage standards (not exceeding 0.125 inches/day), with testing to be performed by an independent third-party contractor under Idaho DEQ oversight.

Description
207.01 This work consists of furnishing and installing seamless geomembrane liners for wastewater moisture barrier applications. Work also includes removing/salvaging existing drain rock cover over the existing asphaltic liners, reinstallation of this salvaged drain rock following the new geomembrane liner installations, and furnishing/installing additional supplemental drain rock as required.
Materials
207.02 Conform to the following:
(a) Geomembrane Liner. Geomembrane liner shall be a seamless double scrim reinforced polyethylene type having a 40 mil minimum thickness (+/- 10%), be watertight, and demonstrate at least a 20-year exposed (25-year covered) service life. It shall meet or exceed the following salient characteristics for approval:
PROPERTY TEST METHOD REQUIREMENT
Coating thickness - 2.5 mil each (+/- 5%)
Breaking strength-fabric, minimum Elongation at yield, %

Ply adhesion, minimum ASTM D-413 Machine Method Modified
30 lbs/in.
Water absorption maximum, % wt. change ASTM D-471 30 days @ 70°F (21°C)
<1.0
Environmental stress crack resistance ASTM D-1693 Unaffected (min. hours w/out failure) 3000 hrs. by ESC
UV resistance ASTM G26 Pass Xenon Arc 4000 hrs. @80°C
Geomembrane liner shall be an Aqua Armor BTL – 40s Double Scrim RPE as manufactured/supplied by BTL Liners, www.btlliners.com , an ArmorLiner 40L as manufactured/supplied by IPG, www.itape.com , an AgTec RPE Pond and Containment Liner 40 mil as manufactured/supplied by AgTec, www.agtec.com , or an approved equal.
(b) Drain Rock. Drain rock shall be clean, sound 3-inch minus, free of any deleterious material.
Construction Requirements
207.03 General. Identify, store, and handle geosynthetics according to ASTM D4873 and the manufacturer’s recommendations. Elevate and protect geosynthetics with a waterproof cover if stored outdoors. Limit geosynthetics exposure to less than 10 days of ultraviolet radiation.
207.04 Geomembrane Installation.
(a) Surface Preparation. Provide a smooth, flat, firm, unyielding foundation for the geomembrane with no sudden, sharp, or abrupt changes or break in grade. Remove rocks, stones, sticks, sharp object, and debris protruding more than ½ inch above the prepared surface.
(b) Geomembrane Placement. Install seamless geomembrane liner per the manufacturer’s recommendations. Use sandbags or piles of cover material to hold the geomembrane in place prior to covering slopes with drain rock. Do not drive equipment on geomembrane.
Replace or repair geomembrane that is torn or punctured, per the manufacturer’s recommendations and as approved by the Contracting Officer.
(c) Intake/Outlet Structures. Install manufacturer’s specified seamless product at intake/outlet structures that connects integrally to the new seamless geomembrane liner to achieve an impervious system as required. Submit details and installation procedures for each respective structure prior to construction for Contracting Officer review/approval.
207.05 Backfilling. Use extreme care when placing drainrock material back on geomembrane slopes and top to prevent any damage. Do not push material along the geomembrane which can result in damage or wrinkling.
207.06 Seepage Testing. Following completion of the new geomembrane liner installations, including drainrock placement/finishing, a seepage leak test shall be performed on each lagoon cell, as required by the Idaho DEQ. Seepage leak testing shall be performed by an independent third-party contractor specializing in performing this testing and having direct oversight by an engineer licensed in the State of Idaho. Testing duration shall occur over a minimum five (5) day period using appropriate equipment and electronic data collection devices. Test results exceeding 0.125 inches/day averaged over the test period duration will result in non-acceptance of the installed geomembrane liner system and will require correction and re-testing until satisfactory results are achieved.
http://www.btlliners.com/ http://www.itape.com/ http://www.agtec.com/
Contractor shall submit seepage testing procedure for Contracting Officer and subsequent Idaho DEQ review/approval prior to beginning construction. Following completion of seepage testing, Contractor shall submit written report summarizing test results for Contracting Officer review/approval prior to putting system back in service.
207.07 Acceptance. Geosynthetics will be evaluated under Subsection 106.03. Submit a production certification with each shipment of geosynthetics.
Geosynthetic installation will be evaluated under Subsections 106.02 and 106.04.
Measurement
207.08 When measuring geosynthetics for payment, measure the nominal plan view liner extent reflective of a liner that extends 2’ beyond the proposed lagoon inner top in all directions. For sake of simplicity this results in each cell having a liner with a plan view extent of 100’ wide by 180’ long. Contractor shall verify exact dimensions needed that covers the entire lagoon cell footprint, including adequate lagoon top length for proper anchorage as required, prior to ordering, which will exceed this nominal 100’ x 180’ footprint. No separate measurement will be made for inlet/outlet structure waterproof connections to each respective lagoon cell liner system.
When measuring Supplemental Drain Rock, measure by the cubic yard volume in the haul-vehicle.
Payment
207.09 The accepted quantities will be paid at the contract price per unit of measurement for the Section 207 pay item listed in the bid schedule. Payment will be full compensation for the work prescribed in this Section. See Subsection 109.05.
