About this opportunity
The Department of Veterans Affairs Veterans Health Administration is soliciting proposals for a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide 24/7 community-based residential care services for homeless Veterans through Healthcare for Homeless Veterans (HCHV) Contracted Emergency Services. The solicitation requires contractors to operate two distinct program levels: Low Demand Safe Haven (LDSH) and Contracted Emergency Residential Services (CERS), serving chronically homeless Veterans with serious mental illness, physical disabilities, and substance use disorders at facilities supporting both Philadelphia and Coatesville VA Medical Centers. Contractors must provide comprehensive case management services, safe housing with meals, transportation, internet access, and structured activities while maintaining facilities accessible by public transportation. The evaluation will focus on Technical Capability (including geographic area/floor plan, provision of services, and management approach), Past Performance, and Price, with technical factors and past performance weighted significantly more than price. Following amendments to the original solicitation, the final deadline for proposals is August 29, 2025, at 11:00 AM EST, with questions having been due by August 15, 2025.
This solicitation does not include any set-aside designations and identifies Fresh Start Foundation as the current incumbent contractor. The contract has a minimum value of $50,000 and maximum of $40 million, with daily rates structured at $9,125 per veteran for Emergency Residential Services and $7,300 per veteran for Safe Haven services. The contractor must provide residential care for a total of 90 veterans across both medical centers (45 per location), with facilities required within the City of Philadelphia and in Delaware, Chester, or Montgomery Counties. The contract anticipates serving approximately 195 Veterans annually with an average monthly bed occupancy of 1,270 beds and an ideal length of stay between 3-5 months per veteran. Performance locations include facilities that must become fully operational within 60 days of contract award, with the primary administrative location at 3900 Woodland Ave, Philadelphia, PA.
