RFP 36C24425R0033

Questions & Answers

Q: “Provide copies of required licensing and insurance in accordance with PWS.” Could you clarify what is expected here? Is this referring to facility-related documentation such as zoning permits, business licenses, and insurance coverage?

A: Appropriate insurance coverage, occupancy permits, etc. facility or company related documentation as determined by federal, state, and municipal regulatory bodies

Q: “Example of documents required for admission.” What types of documents are expected in response to this question? Currently, our program receives emails from the VA regarding eligible Veterans. Is there a specific format or additional documentation required?

A: The Vendor should submit their admission documents with their proposal. For example, whatever documents the vendor proposes the Veteran must review or sign upon program entry (example: housing plan, Program Handbook, etc.). The vendor would also submit their case management or intake documents.

Q: “Contractor staff training plan always including manager on staff.” Does this mean that the training plan must include managers in all required trainings? Or is it asking for confirmation that a trained manager will always be present during staff training?

A: The staffing management plan should include a communication plan that demonstrates how facility staff will access a manager; a manager that is accessible 24hrs a day, 365 days a year. The manager must be truly available to dialogue with staff, provide direction and leadership. The manager must be familiar with Veterans; the population being served and the VA contract. The manager must be knowledgeable and able to manage facility issues (power outages), community issues (maintain cordial communication with neighbors) and Veteran issues (overdose, unmanageable behavior).

Q: Regarding healthcare, please confirm that all referrals include coverage for mental health and addiction treatment.

A: The vendor is to submit a plan for SUD and mental health referrals. All veterans are eligible for VA services, including VA mental health and SUD services. The Liaison will be available to provide education to the vendor and assist in connecting Veterans to VA services. The vendor is expected to be familiar with NON-VA community resources and be able to refer veterans to those services, should the Veteran choose to exercise a NON-VA provider.

Q: Is there a Census Minimum guarantee? The facility has to be staffed for 45 - will the VA accept a census floor?

A: The census is stable, average monthly bed occupancy for FY2025 is 1270 beds. On average 195 vets are admitted each year, and the length of stay can vary widely, from 1 day to 365 days, depending on Veteran particulars and nuances in the housing market. However, the ideal length of stay is 3-5 months.

Q: How will the personal items, clothing, and toiletries, medications, be handled? Is the vendor responsible for the cost?

A: The Vendor is expected to provide some clothing and toiletries and manage the cost. Veterans are to be provided with clean, hygienic items. If vendor chooses to use donations, Veterans are not to be given used, soiled, stained items, only new items. The Vendor is not expected to be the sole provider of these items, but instead, provide the veteran with sufficient supply to become clean and tidy in appearance, upon program entry. As the vendor will be providing emergency housing for street homeless Veterans, some veterans may need clean underwear, socks, and toiletries upon entry. The vendor is not responsible for outfitting the Veteran. However, the Vendor is responsible for being familiar with the community resources that do have clothing banks, and similar services.

The vendor is to provide a medication management plan. The vendor is not expected to supply the medications.
