About this opportunity
VISN 22 is conducting sources sought market research for HCHV Contract Residential Services (CRS) transitional housing and supportive services at VA Loma Linda Healthcare System (VALLHS), with responses due November 27, 2026 at 11:00 AM Pacific Time. The Set Aside line reads "No Set-Aside Used," but the RFI states that if market research establishes that two or more VOSB or SDVOSB certified firms can provide the services, VA will set aside the underlying solicitation under 38 U.S.C. 8127. SDVOSB and VOSB respondents must acknowledge the FAR 52.219-14 limitation on subcontracting for services.
The facility must be located within a 25-mile radius of VALLHS, preferably closer to the VA Loma Linda Medical Center. The contract covers one base year plus four option years, with services provided 365 days per year for up to 20 homeless male veterans at one time. The first six months fund a maximum of 15 beds, and up to 20 beds are funded thereafter. The facility and onsite services must be fully operational within 90 days of award.
Required services include residential care, case management, and treatment under a Recovery Model that does not require abstinence for admission or continued stay. The program requires 24-hour onsite staffing, same-day placement, weekly face-to-face case management at a ratio not to exceed 10:1, and individualized service plans within 14 days of admission. Performance targets are 80% occupancy, 55% or higher exits to permanent or transitional housing, and negative exits at 20% or below. Program managers must hold a master's degree in social work or a related field, and case managers must hold a bachelor's degree with one year of case management experience.
Compensation is per diem per eligible veteran bed day. Respondents must submit a capability statement, an informal non-binding per diem rate per bed for the base year and each option year, company UEI, and SAM registration, by email to Jesus Vargas, Contract Specialist, at jesus.vargas@va.gov. The contracting office is VA Network Contracting Office 22 in Long Beach, California.
