The government will award to responsible quoters offering the best value based on two evaluation factors: price fairness and reasonableness, and past performance on a Go/No-Go basis, with particular emphasis on timeliness of deliveries and order accuracy and completeness. The anticipated award date is March 27, 2026, and all quoters must be registered in the System for Award Management (SAM) with a valid Unique Entity Identifier (UEI) and must complete the Representations and Certifications Application (ORCA).

This is a total small business set-aside under NAICS 311511 (Fluid Milk Manufacturing), with multiple firm-fixed price contract awards anticipated based on pricing per line item. The estimated total quantity is 464,000 pint units of milk to be delivered between May 1, 2026, and September 30, 2026, with approximately 8,400 units required each Monday and 11,200 units required each Thursday for a total of approximately 19,600 units delivered weekly. Deliveries must occur at the MDC Brooklyn facility located at 80 29th Street, Brooklyn, NY 11232, with trucks arriving at the rear loading dock between 7:00 a.m. and 9:00 a.m. EST, and all trucks must be unloaded by 8:30 a.m., with exceptions for Federal holidays. Milk may be delivered in either 70-unit or 50-unit crates on 48" x 40" heavy duty red or blue block pallets with maximum heights of 72 inches unless prior arrangements are made. Contractor failure to meet delivery schedules or conform to specifications will negatively impact past performance ratings and may affect future award eligibility and responsibility determinations.
