About this opportunity
The Defense Health Agency seeks quotations for a cost-per-reportable-result (CPRR) contract providing coagulation analyzers, reagents, consumables, and support services to eleven military treatment facilities, with revised pricing due September 17, 2026. This is an unrestricted, full and open competition under solicitation HT941026Q2004.
Place of performance spans the continental United States, Alaska, and Hawaii across four geographic networks: Naval Hospitals at Camp Pendleton, Bremerton, Twentynine Palms, and San Diego; Army Medical Centers at Madigan (Joint Base Lewis-McChord, Washington) and Tripler (Fort Shafter, Hawaii); Air Force Medical Groups at Travis, Luke, Nellis, and Elmendorf-Richardson; and Weed Army Community Hospital at Fort Irwin. The government anticipates a 2-4 month analyzer transition period upon award.
Equipment must be new, FDA-approved, and capable of bidirectional electronic health record and laboratory information management system integration through the MHS Genesis platform with validation within 30 days of installation. Bench-top analyzers are preferred with automatic dilutions for PT/APTT, on-board reagent storage with minimum one-week shelf-life, cap-piercing capability, self-contained waste management, QC lockout functionality, and reagent sequester limiting lot changes to once annually. Contractors must maintain 95% uptime on a rolling six-month basis, provide 24-hour technical support with two-hour callback response and 24-hour on-site service response, and complete repairs within 48 hours. All analyzer data must be accessible in ODBC-compliant, unencrypted format.
The contract includes one base year plus four option years, with the base period running October 1, 2026 through September 30, 2027 and estimated annual test volume of 101,440 across all base and option periods. Installation must be complete by October 1, 2027. Quoters must be original equipment manufacturers or authorized dealers with OEM authorization letters and must submit completed CyberLOG-ICS Medical Device Equipment Risk Assessment (MDERA) questionnaires. All RMF authorization and cybersecurity maintenance costs must be included in pricing. The NAICS code is 334516, and the PSC is 6550. Evaluation is best-value tradeoff based on technical capability (Acceptable/Unacceptable), past performance using SPRS and CPARS data (Substantial/Satisfactory/Neutral/Limited/No Confidence), information assurance compliance including RMF authorization (Acceptable/Unacceptable), and price. Quoters rated Unacceptable in technical or information assurance, or Limited/No Confidence in past performance, are ineligible. The government intends to award without discussions.
