About this opportunity

The Defense Health Agency is seeking a Cost-Per-Reportable Result (CPRR) contract to supply coagulation analyzers, reagents, consumables, maintenance, and support services to military treatment facilities across the United States. The contract will be competed on a full and open basis outside of GSA, with all vendors encouraged to monitor SAM.gov for updates and future notifications. Key requirements include providing new, FDA-approved equipment capable of bidirectional interface with Military Healthcare System Genesis and Laboratory Information Management Systems, maintaining 95% equipment uptime on a rolling 6-month basis, providing 24-hour telephone support with 2-hour callback response times, and completing implementation within 60 days of award. The Government plans to post evaluation factors and release the official Request for Proposal by the end of February 2026, with a pre-solicitation feedback period closing on February 13, 2026. All vendor questions should be directed to bobbie.s.dobberstein.ctr@health.mil.

The contract includes one base year and four option years, with the Government's objective to award a single contract covering all 28 military treatment facility locations, though the initial named locations include at least 11 facilities such as Naval Hospital Bremerton, Naval Hospital Camp Pendleton, Madigan Army Medical Center, and Naval Medical Center San Diego. No set-aside designations have been applied to this procurement. The CPRR price structure encompasses all reagents, standards, quality controls, consumables, preventive and corrective maintenance, training for up to 10 users per site, delivery, installation, removal, and peripheral equipment including printers and UPS units. The contractor must ensure equipment acceptance within 30 consecutive days of 95% or greater operational effectiveness, with all analyzers required to be operational and live across all locations by October 1, 2027, and must comply with DoD Cybersecurity and Risk Management Framework requirements dated January 17, 2024.
