About this opportunity

The Defense Health Agency is seeking coagulation analyzer services and supplies through Request for Quotation (RFQ) HT941026Q2004, a combined synopsis/solicitation under FAR Part 12 for commercial products and services. The requirement is structured as a cost-per-reportable-result (CPRR) contract to provide new, FDA-approved coagulation analyzers, reagents, controls, consumables, maintenance, training, and 24/7 technical support to military treatment facilities across the United States. Vendors must be original equipment manufacturers, authorized dealers, or authorized service providers with OEM authorization verification, and must meet extensive technical requirements including bidirectional electronic health record integration, automatic dilution capabilities, on-board reagent storage, and quality control lockout functionality. Evaluation will employ a best-value tradeoff approach considering four factors: Technical compliance and design quality, Past Performance based on relevant delivery records in SPRS/CPARS systems, Information Assurance status including Risk Management Framework Authorization and cybersecurity requirements, and Price reasonability. Quotations were due by 1:00 p.m. Pacific on May 14, 2026, with questions having closed on April 8, 2026, and the solicitation status was updated to Draft RFQ as of the most recent amendment.

This is an unrestricted procurement with no small business set-aside, classified under NAICS Code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees and PSC 6550 (In-Vitro Diagnostic Substances). The contract covers 18 coagulation analyzers supporting 10 military treatment facilities with a combined estimated annual test volume of 99,299 reportable results across 21 distinct test types. The contract structure includes a one-year base period beginning October 1, 2026, followed by four one-year option periods and a six-month extension option, with full installation and operational transition required within 60 days of award and all analyzers functional by October 1, 2027. Key facilities include Madigan Army Medical Center (2 analyzers, 19,945 tests annually), Naval Medical Center San Diego (2 analyzers, 28,873 tests annually), and eight additional military hospitals located in California, Washington, Nevada, Arizona, Alaska, and Hawaii. Performance of work will take place throughout the United States at the specified military treatment facilities, with contractors responsible for all delivery, installation, site preparation, training, and 24/7 support with 2-hour callback response and 24-hour on-site service requirements.
