About this opportunity
The Department of Veterans Affairs Veterans Health Administration is maintaining an open and continuous multiple-award FSS solicitation (RFP-797-FSS-03-0001-R1) for cost-per-test clinical laboratory analyzers covering chemistry, hematology, coagulation, urinalysis, microbiology, and immunochemistry, with no set-aside and continuous acceptance of new offers through December 30, 2026.
This standing FSS solicitation issues fixed-price indefinite delivery-indefinite quantity contracts with Economic Price Adjustment provisions. Contract performance runs five years from the award date with optional extension for up to three additional five-year periods exercisable at Government discretion upon 30 days' written notice. Place of performance covers F.O.B. Destination within the 48 contiguous states and District of Columbia, with optional service areas in Alaska, Hawaii, Puerto Rico, and worldwide locations.
Equipment must be FDA-approved current production models (new or remanufactured meeting new machine standards), in production for at least one year post-award, and capable of interfacing with the VistA laboratory information system without commercial software packages. Contractors must provide delivery, installation, removal, preventive and emergency maintenance, 24/7 emergency repair service, operator training, and all consumable supplies (reagents, standards, quality control materials, disposables) included in per-test or per-reportable-result pricing. Contractors must demonstrate at least two years of corporate experience and comply with CLIA and Clinical Laboratory Standards Institute standards. Equipment must achieve 90 percent effectiveness within 30 consecutive days post-installation; failure within 90 calendar days permits Government termination or equipment replacement. Downtime exceeding 24 hours triggers prorated billing credits; replacement is required if downtime reaches 10 percent or more of normal working days in any calendar month.
Estimated annual requirements by analyzer type range from $1 million (urinalysis) to $56 million (chemistry). Small business size standard is 500 employees including affiliates. Firms with estimated contract values of $550,000 or more must submit a Small Business Subcontracting Plan prior to award. All products must comply with the Trade Agreements Act. Offerors must register in the System for Award Management and maintain current representations and certifications. All contracts include a 0.5 percent Industrial Funding Fee on quarterly sales, with sales reporting due within 30 calendar days of quarter completion. A guaranteed minimum purchase of $2,500 applies during the contract term, with $25,000 minimum sales required within the first 24 months following award and $25,000 expected in each subsequent 12-month period.
The most recent amendments (as of June 30, 2026) incorporate FAR 52.222-90 prohibiting racially discriminatory diversity, equity, and inclusion activities (Amendment 0019, effective June 24, 2026) and FAR 52.244-6 governing subcontracts for commercial products and services. This solicitation is issued for the Federal Supply Schedule FSC Group 66, Part III Cost Per Test Clinical Laboratory Analyzer: Chemistry, Hematology, Coagulation, Urinalysis, Microbiology and Immunochemistry. The type of contracts awarded is multiple award, fixed-priced indefinite delivery-indefinite quantity (IDIQ) with Economic Price Adjustment (EPA) provisions. Solicitation 797-FSS-03-0001-R1 issued on July 1, 2008 is a standing solicitation which is replacing the previous solicitation 797-FSS-03-0001. This solicitation will be issued on an open and continuous basis and does not contain a closing date for receipt of offers. New offers may be submitted at anytime. Contract performance will commence on the effective date of award and expire five years from that date unless canceled, terminated, or extended pursuant to any option provision included in the contract. This solicitation included F.O.B. Destination within the 48 contiguous states and the District of Columbia and option provisions for F.O.B. Destination to Alaska, Hawaii, Puerto Rico and Worldwide Delivery. Products offered must be compliant with the Trade Agreements Act. Economic Price Adjustments will be allowed in conjunction with the contractor's commercial practices. All contracts will include the Industrial Funding Fee. Small Business size standards of 500 employees including affiliates apply. Large firms with an estimated contract value of $550,000 or more will be required to develop and submit a Small Business Subcontracting Plan prior to award. Offeror must be registered with the Central Contractor Registration (CCR), www.ccr.gov.
