About this opportunity

The Defense Health Agency issued a request for quotation for Cost Per Reportable Result coagulation analyzer services supporting military treatment facilities across Healthcare Contracting Division-West, with quotations due June 25, 2026, and award targeted for August 30, 2026. This is an unrestricted, non-set-aside procurement consolidating eleven existing separate contracts across five geographic networks (Pacific Rim, Indo-Pacific, Continental, Central, and West) serving 24 military treatment facilities. The consolidation, justified under 15 U.S.C. 657q and approved by the Small Business Administration Procurement Center Representative, is limited to large businesses; market research confirmed no small business responses to either GSA eBuy or SAM.gov RFIs, with all four respondents validated as other-than-small under NAICS 334516.

The contract spans a twelve-month base period (October 1, 2026 – September 30, 2027) plus four optional twelve-month extension periods. The CPRR pricing model includes analyzers, all reagents, controls, supplies, consumables, parts, peripherals, preventive maintenance, repairs, user-level and super-user training (Contractor-funded travel and lodging for training at Contractor location), delivery, installation, and removal. Quoters must be original equipment manufacturers, authorized dealers, distributors, resellers, or service providers with documented OEM authorization. Evaluation uses Best Value Tradeoff methodology across Technical, Past Performance, Information Assurance/Cybersecurity, and Price factors; quotations rated Unacceptable on Technical or IA/Cybersecurity, or Limited/No Confidence on Past Performance, are ineligible. All systems must comply with DoD Risk Management Framework cybersecurity requirements and include RMF authorization and maintenance costs. Amendment 0003, issued June 4, 2026, updated the Questions and Answers document, Statement of Work, and quote sheet; quoters must acknowledge receipt of Amendments 0001 and 0002 and hold prices firm for 60 calendar days from receipt date.
