About this file

This is a Site Specific Information document (Enclosure A) detailing requirements for coagulation analyzer deployment at Madigan Army Medical Center, Joint Base Lewis-McChord, Washington, under the FY26 Lab Consolidation for Coagulation CPRR Effort (Solicitation HT941026Q2004). The document specifies that the anticipated delivery start date is contingent on the Government's exercise of remaining Option Periods under the existing contract, with a transition period of 2-4 months anticipated for analyzer installation. Madigan Army Medical Center requires a single coagulation analyzer with maximum space dimensions of 4 feet by 3 feet by 6 feet and power requirements of 100-240V at 50-60Hz with maximum power consumption of 65W, or alternatively 95V, 115V, or 230V at 50/60Hz. The delivery start date is listed as October 1, 2027, October 1, 2028, or October 1, 2029, depending on whether the MTF exercises Option 2. The site can accommodate the new equipment while existing equipment remains in place.

The document includes detailed questions regarding laboratory operations, including DIC panel composition and test counts, batch testing frequencies and QC protocols, routine test QC frequency and levels, reagent-grade rinse water availability, requirement for onsite vendor support for lot-to-lot assistance and regression reports, and whether APTT testing is used for heparin level monitoring. These site-specific requirements are part of a cost-per-reportable-result (CPRR) contract solicitation issued by the Defense Health Agency for commercial coagulation analyzer products and services to support military treatment facilities. This document is Amendment 0008 to the original solicitation, with revised pricing requested by September 17, 2026.
