About this opportunity
The U.S. General Services Administration (GSA) is seeking fixed-price fares for scheduled airline passenger transportation services through the Fiscal Year 2026 City Pair Program (CPP). This mandatory-use, government-wide program requires certified United States air carriers under 14 CFR Part 121 to provide domestic, international, and fifth freedom of the air routes for federal civilian and military travel. Airlines must propose fares that match their commercial public offerings, with the contract covering services from October 1, 2025 through September 30, 2026, plus two optional extension periods. The solicitation includes three groups of routes (Group 1, Group 2, and Group 3) with staggered proposal submission deadlines: March 7, April 11, and April 18, 2025, respectively. Evaluation will consider technical factors such as service levels, nonstop flight preferences, and price reasonableness, with a pre-solicitation conference held on January 15, 2025, and draft RFP questions due by January 16, 2025.
The solicitation is not set aside for any specific business category and covers approximately 18,067 markets (13,204 domestic and 4,763 international) across the United States and international destinations. Proposals must be submitted electronically through the CALM CPSS system, with airlines required to accept government travel cards, centrally billed accounts, and Government Transportation Requests. The program encompasses routes with varying passenger volumes, from small regional connections to high-traffic metropolitan routes, and includes options for unrestricted coach fares, capacity-controlled fares, business class, and premium economy fares. While specific contract award values are not disclosed, the program represents a comprehensive approach to government travel transportation across multiple geographic regions. Performance locations include domestic and international airports, with carriers expected to maintain minimum flight frequencies and adhere to specific connection time and circuity limitations based on route groups.
