About this opportunity
The GSA Federal Acquisition Service is seeking scheduled certificated U.S. airlines to provide passenger transportation services across over 17,000 domestic and international airport or city pairs for fiscal year 2026. The requirement-type contracts will span one year beginning October 1, 2025, with additional one and two-month option periods. Air carriers must be approved by the Department of Defense and have appropriate Federal Aviation Administration certification, with mandatory participation in the Civil Reserve Air Fleet (CRAF) program or a Letter of CRAF Technical Ineligibility from USTRANSCOM. A pre-solicitation conference is planned for January 15, 2025, with interested parties required to RSVP through a provided Google form link. The final solicitation will be issued on February 11, 2025, with proposal submissions grouped and due in March and April 2025, with specific dates to be confirmed in the final solicitation document.
The procurement is not set aside for small businesses, though small business concerns are encouraged to submit offers under NAICS code 481111, with a size standard of 1,500 employees or less. The contract will be available government-wide and used by almost all federal agencies and authorized users, specifically for passenger transportation services. Travel agent services are expressly excluded from this solicitation. Carriers interested in participating must meet specific technical and certification requirements, including contacting the DOD Commercial Airlift Division at (618) 229-4801 for additional CRAF program information. The final solicitation will be exclusively available on SAM.gov, and all responsible sources will be considered for potential contract award. While specific award values were not detailed in the pre-solicitation notice, the broad scope suggests a significant government-wide transportation procurement.
