About this opportunity

The Department of the Air Force Air Mobility Command is seeking a contractor to install Video Teleconference (VTC) equipment for the 22d Operations Group at McConnell Air Force Base. The project involves upgrading VTC capabilities in Room 212 to support both classified and unclassified teleconferences and installing secure VTC capabilities in Room 214 within Building 1218. Both systems must comply with Global Video Services VTC Security Technical Implementation Guides (STIG) and include specific technical requirements such as dual codec/network IP video teleconferencing capabilities. The government will evaluate offers using a Lowest Price Technically Acceptable (LPTA) approach, focusing on technical capability and pricing. Interested offerors must submit questions by 12:00 PM CST on March 7, 2025, with final proposals due by April 9, 2025.

The solicitation is set aside for HUBZone small businesses under NAICS code 334310 with a size standard of 750 employees. The contract requires installation within 60 workdays, with strict limitations on room inoperability and specific technical constraints, including equipment without wireless capabilities and personnel with Secret clearance. Performance will occur in Wichita, Kansas, at Building 1218, McConnell Air Force Base. Contractors must provide weekly status updates, comply with base access requirements, and complete antiterrorism awareness training. The project involves four contract line items covering hardware and services for both rooms, with a 45-calendar day delivery schedule from the award date. Payment will be processed through Wide Area Workflow (WAWF), and the contract incorporates various Buy American and cybersecurity requirements.
