About this file
This document is a Questions and Answers (Q&A) file for the FY25 OG Secure Video Teleconferencing (VTC) contract (Solicitation FA462125Q0005). The Q&A addresses technical details for installing VTC systems in two rooms (212 and 214) at Building 1218, with specific requirements for network connectivity, equipment specifications, and installation constraints. Key technical details include: Room 212 requires dual-network (NIPR and SIPR) VTC capabilities with Microsoft Teams integration, while Room 214 needs only SIPR network connectivity; camera placement is specified as high on the wall, and the system must be self-contained with built-in cameras and microphones.
Installation parameters are tightly controlled, with strict limitations on work schedule (8-hour days, no weekends), a three-day inoperability requirement (negotiable for Room 212 but not Room 214), and specific guidelines for building modifications. Contractors must submit an equipment list and TEMPEST package before contract award, with the 22d Communications Squadron providing the equipment rack. Security requirements include classification signs, daily check-ins with the Project Manager, and potential escort requirements. The government will evaluate offers using a Lowest Price Technically Acceptable (LPTA) approach, with technical acceptance based on meeting the Statement of Work requirements.

Q&A -FY25 - OG Secure VTC_FA462125Q0005
Q1. As per our conversation with our teaming partner, they need clarifications for below questions to prepare the proposal competitive.
Please provide the Manufacture part numbers.
Answer: For specific manufacture part numbers please reference the Approved Parts List.
Q2. Room 214’s Setup:
Does Room 214 currently have any VTC equipment installed that requires removal or integration, or is this a completely new installation? The SOW only specifies a “desktop secure VTC system” without context.
Answer: Room 214 does not have any equipment installed. There is no secure video teleconferencing capability.
Page 6 of Attachment 2 – Room Specifications shows diagram with desired location of SVTC.
Please note that the government will provide the TACLANE.
The SOW states: “The contractor must provide the following design features for rooms 212 and 214. They must include Dual-Codec/Network IP Video Teleconferencing Suite with DCS Integration”. Is Room 214 intended to support both NIPR and SIPR networks requiring two desktop VTC’s or is it limited to one classification level?
Answer: The device in Room 214 will only need to interface with SIPR. Only one classification level is needed.
Are security classification signs required on the inside and outside of this room?
Answer: Yes.
What inputs and outputs are desired to be installed on the desktop VTC(s)? Normally, these units are self-contained and have built-in camera and microphones – however, shared content from a laptop can also be installed.
Answer: Unit needs to be self-contained with built-in camera and microphone. No shared content from a laptop is required.
Q3. Room 212’s Setup:
What is the requirement for the number of laptop / computer inputs at the conference room table?
Answer: One.
What web teleconferencing applications are required? (Examples are Microsoft TEAMS, CISCO WebEX, Zoom.gov.
Answer: Microsoft Teams is the only required application. Zoom.gov would be beneficial but is not required.
Please clarify that the 22OG web teleconferencing requirement will be BYOD (Bring Your Own Device) and does not require a dedicated web teleconferencing appliance that works on only one or two web teleconferencing platforms? Dedicated devices require licenses to be purchased or arranged.
Answer: Correct. The teleconferencing system will have an HDMI (or similar) port to connect a government issued laptop to allowing connection to Microsoft Teams.
The SOW calls for a ceiling mounted camera, or a camera mounted high on the wall. This is normally counter to AV industry standard practice, which requires cameras to be mounted at the eye level of the meeting room participants. Please clarify that 22OG requires the camera to be mounted on the ceiling or high on the wall.
Answer: Correct, high on the wall, above the screens, is the desired height for the camera.
Are security classification signs required inside and outside of the room?
Answer: Yes.
Q4. VTC Networks:
For NIPR VTC’s, DISA decommissioned it’s NIPR GVS bridge almost two years ago.
Is there a hard codec requirement for a NIPR VTC (in either room) and, if so, what NIPR network will be used for this?
Answer: There is no requirement for a NIPR VTC, just that the system can interface with Microsoft Teams.
From our reading of the Statement of Work, it appears that 22OG requires both NIPR and SIPR web teleconferencing capabilities – in both rooms. Please confirm that this is the case.
Answer: Room 212 requires NIPR and SIPR teleconferencing capabilities. Room 214 only requires SIPR teleconferencing capabilities.
Q5. Control System Applicability:
Can you confirm that Room 214 requires no audio-visual control system beyond desktop VTC(s)?
Answer: Correct.
Q6. TEMPEST and STIG Compliance:
Regarding proposal requirements, what specific materials (architecture drawings, equipment lists) must be submitted prior to contract award in contractor proposals?
Answer: Equipment list must be submitted prior. Before award of contract, TEMPEST Package needs to, at the very least, have information on where the projected equipment will be, and the exact make and model of the VTC. Before installation, Wing Cybersecurity Office must have the finalized room diagrams and equipment lists.
Q7. Rack and Space Constraints:
Will equipment rack locations be determined before, or after contract award?
Answer: Before.
If the locations are determined after award, will the ultimate locations of the racks be somewhere inside the room – or will they be in another room in the same building?
Answer: The equipment rack will be located inside Room 212.
Can you confirm that the equipment rack will be supplied by the contractor and will not be Government Furnished Equipment (GFE)?
Answer: Equipment rack will be supplied by the 22d Communications Squadron and will be installed onto the wall by the 22d Communications Squadron.
Q8. Timeline and Logistics:
Work Schedule Flexibility:
The three-day inoperability requirement is quite restrictive, especially given that installation and commissioning must be accomplished in three days. Is this a negotiable requirement?
Answer: The inoperability requirement for Room 212 is negotiable. For Room 214, it is not negotiable.
Can installers be allowed to work more than eight-hour days?
Answer: No.
Will they be allowed to work weekends?
Answer: No.
Q9. Historic Building Modifications:
What’s the process and timeline for getting 22 OG and 22 CES approval for new holes? Are there examples of acceptable modifications from past projects?
Answer: Per SOW guidance “creation or addition of new holes should be minimized to the maximum extent possible” needs to be followed but mounting/unmounting TV/projectors/cameras/speakers has been approved through both CES and SHPO for this project.
If new holes between rooms are required, minimize the size and keep the holes above the drop ceiling.
Are there specific restoration standards (e.g., paint matching, patching) if modifications are approved?
Answer: According to the SOW, “General: All surfaces adversely affected by the contractor shall be repaired to match existing finishes.”
Can 22 provide us with a copy of the base standards for historic modifications?
Answer: The base submits historic modification requests to the State Historic Preservation Office (SHPO) for the state of Kansas for approval in accordance with 36 CFR Part 800.
The project will require the installation of additional electrical outlets to provide power behind room TV’s, etc. Is the contractor required to make these modifications, or will base/ building facilities make them?
Answer: According to the SOW, in “General: The contractor shall provide all necessary equipment, labor, tools, supplies, and materials required for the successful installation and operation of the Secure VTC System.” Electrical outlets would be included in the successful installation and operation of the VTC system.
Q10. Personnel and Security:
Will the government provide escorts for installation personnel?
Answer: If base requirements facilitate the need for an escort, one will be provided.
Will installers be required to check in with the 22 OG Security Manager each day before being allowed access to the rooms?
Answer: Installers will need to check in with the Project Manager.
Q11. General Clarifications Point of Contact:
Who is the primary 22 OG Project Manager, and can we schedule a pre-proposal site visit to Rooms 212 and 214?
Answer: The 22 OG Project Manager is the Group Resource Advisor.
A Pre-Bid/Pre-Proposal Conference and Site Visit will not be held for this requirement.
Is there a preferred format or template for the weekly status updates? Can they be satisfied with Word / Excel documents delivered via email?
Answer: Word/Excel documents delivered via email will suffice.
