About this opportunity

The National Institutes of Health (NIH), specifically the National Eye Institute (NEI), is procuring a fully integrated dual YAG/SLT ophthalmic laser system with associated accessories and a mobile, wheelchair-accessible laser stand/table to support clinical procedures and translational research projects. The primary technical requirement mandates continuous, stepless Nd:YAG focal offset adjustment of at least ±500 micrometers, which is a critical hard constraint that will render non-compliant systems technically unacceptable and ineligible for award. Additional core technical requirements include fine-grained pulse energy control from 0.3 to 10 mJ, an 8-micrometer YAG spot size, selectable single/double/triple-pulse burst modes, fully integrated YAG and SLT capability within a single platform, documented calibration stability, and independent adjustability of focal offset, pulse energy, and burst mode parameters. Evaluation will employ an Acceptable/Unacceptable rating methodology across eleven criteria—eight technical and three administrative—with non-cost factors combined being significantly more important than cost, and any single Unacceptable rating disqualifying the entire offer. The question submission deadline is April 17, 2026 at 12:00 P.M. Eastern Daylight Time, and proposals are due by April 27, 2026 at 6:00 A.M. Eastern Daylight Time.

This solicitation is designated as a Total Small Business set-aside under a Request for Quote (RFQ) mechanism using FAR Parts 12 and 13 for commercial items, with a NAICS code of 339112 and small business size standard of 1,000 employees. The contract will be awarded on a Firm Fixed Price basis; however, the award value and line item numbers have not been disclosed in the solicitation notice. The vendor must deliver and install the system within 60 business days of Purchase Order receipt, with on-site installation, calibration, and initial user training by certified technical staff completed within 5 business days of delivery at Building 49, NIH Main Campus, 9000 Rockville Pike, Bethesda, Maryland 20892. The Government reserves the unilateral option to extend the contract for an additional period of up to six months under FAR 52.217-8. Inquiries regarding this solicitation should be directed to Contract Specialist David Shen at david.shen@nih.gov.
