About this opportunity
The Department of Veterans Affairs is soliciting quotes under RFQ 36C10D26Q0211 for six laser engraving and fabrication equipment items supporting a Vocational Rehabilitation and Employment (VR&E) veteran's self-employment business plan, with questions due October 30, 2026 and quotes due November 4, 2026. The procurement is set aside for Total Small Business. Amendment 0001, posted October 29, 2026, responds to vendor questions, and no questions will be answered after the October 30 deadline.
Place of performance is Oregon City, Oregon (ZIP 97045), with delivery and setup to a Veteran Home Residence there within 45 calendar days of award. All six line items must be quoted, and award is not all-or-none. The items are a 60W CO2 Galvo Laser System, a 100W Fiber MOPA Galvo Laser System, a 10W UV Galvo Laser System, a 60W CO2 Gantry Laser System, an Industrial Water Chiller (110V), and a Rotary Attachment Set. Equipment must comply with FDA laser product regulations at 21 CFR 1040.10 and 1040.11 and carry electrical safety listings from UL, ETL, or equivalent. An OEM-authorized technician or qualified subcontractor may perform on-site delivery, placement, setup, and operational inspection, and vendor employee presence is not required. Foreign-manufactured equipment may be considered if disclosed on the Buy American Certificate, with unreasonable-cost exceptions applied through an evaluation factor for low foreign offers.
Quoters submit four volumes: technical information, pricing, a completed SF 1449 with certifications, and past performance references. Pricing must be fully burdened and stated to two decimal places. Technical capability is significantly more important than price and past performance. Other factors are safety compliance, delivery capability, warranty and technical service support, and documentation package. Offerors without relevant past performance receive a neutral rating, and newer primes may cite references from proposed equipment suppliers or installation subcontractors. Federal and VA experience receives preference. Payment is by electronic funds transfer through SAM, with invoices submitted in arrears after delivery and acceptance of all items.
