About this file

This document contains evaluation criteria for a federal procurement of a fully integrated dual YAG/SLT ophthalmic laser system with associated accessories for the National Eye Institute (NEI), Ocular Genomics and Visual Function Branch, Translational Research Core.

The procurement uses an Acceptable/Unacceptable rating methodology wherein offerors must receive an Acceptable rating on all eleven evaluation criteria to be considered for award; any single Unacceptable rating renders the entire offer technically unacceptable and ineligible. Criterion 1 (Nd:YAG Focal Offset) is identified as a critical differentiator and results in immediate elimination if failed. The eight technical criteria require: (1) continuous, stepless Nd:YAG focal offset adjustment of at least ±500 μm; (2) fine-grained, continuously adjustable pulse energy from 0.3 mJ to 10 mJ with shot-to-shot stability; (3) Nd:YAG spot size of approximately 8 μm with appropriate aiming precision; (4) selectable single-, double-, and triple-pulse burst modes as independent operating options; (5) fully integrated YAG and SLT modalities within a single platform with a common optical delivery path requiring no re-registration; (6) documented calibration stability and operational reliability without calibration drift; (7) independent and simultaneous adjustability of focal offset, pulse energy, and burst mode without interdependent constraints; and (8) inclusion of a mobile, wheelchair-accessible laser stand/table. Three administrative criteria require: (9) delivery and system setup completion within 60 business days of Purchase Order receipt; (10) on-site installation, calibration, and initial user training by certified technical staff within 5 business days at Building 49, NIH Main Campus, Bethesda, MD 20892; and (11) written certification of installation completion and system readiness documentation upon delivery.
