About this opportunity

The Defense Logistics Agency (DLA) Troop Support Subsistence is soliciting proposals for the supply of fresh fruits, vegetables, and shell eggs to support Department of Defense troops and USDA school lunch programs in West Virginia. This indefinite quantity contract (IQC) spans 60 months, divided into one 24-month tier and two 18-month tiers, with award to be made to a single contractor. Offerors must possess a valid Perishable Agricultural Commodities Act (PACA) license and submit a USDA Harmonized GAP Plus+ Standard audit with warehouse and food defense addenda for each distribution center. The government will evaluate proposals using Lowest Price Technically Acceptable (LPTA) methodology, with pricing evaluated separately for distribution prices across each tier and customer subgroup (DoD Troops versus USDA Schools). The proposal submission deadline is May 8, 2026, at 3:00 PM Eastern Time, with submissions accepted via email or DIBBS. Offerors must provide pricing for all items in the revised Schedule of Items (most recently updated via Amendment 0002 on April 24, 2026) and substantiate delivered prices with invoices or quotes from February 15 through March 21, 2026.

This acquisition is set aside 100% for small business concerns under NAICS 311991 (Perishable Prepared Food Manufacturing), with a size standard of 700 employees. The pricing schedule includes 32 line items for West Virginia Schools (Group 1a) with estimated quantities totaling approximately 141,974 cases over 24 months, and 13 line items for West Virginia Troops (Group 1b) with estimated quantities of 424 cases. The 10% Guaranteed Minimum is based on 12 months of Tier 1 estimated value, while the contract maximum is capped at 300% of the 5-year estimate. Contractors must maintain a 98% fill rate and comply with Economic Price Adjustment provisions for actual material cost changes. Performance will take place in West Virginia, with delivery to the West Virginia Department of Agriculture Food Distribution center in Ripley for school customers and to military locations including Fort Jackson facilities in Kingwood and Martinsburg. No incumbents or current contractors are identified in the solicitation materials.
