About this opportunity
The Defense Logistics Agency Troop Support Subsistence is soliciting proposals for fresh bread and bakery products to support Department of Defense customers in Maryland, Virginia, and Washington D.C. under Solicitation SPE300-26-R-0014 (Amendment 1). The procurement seeks market-ready fresh bakery items through a firm-fixed price Indefinite Quantity Contract divided into two groups: Group 1 covers military installations including Andrews Air Force Base, Fort Detrick, Fort Meade, and Fort Myer, while Group 2 addresses Maryland, Virginia, and D.C. hospital systems. The Government intends to evaluate offers and award the contract without discussions, meaning offerors must submit their best technical and pricing terms in their initial proposal, though the Contracting Officer reserves the right to conduct discussions if necessary. All responsible sources are eligible to compete on an unrestricted basis, and the Government reserves the right to reject any or all offers, accept other than the lowest offer, and waive minor irregularities. Proposals are due by March 5, 2026 at 3:00 PM EST, with solicitation documents available on the DLA BSM Bid Board Systems (DIBBS) at https://www.dibbs.bsm.dla.mil; prospective offerors should direct questions to Edith Moss at edith.moss@dla.mil or Alicia Nichols-Harris at alicia.harris@dla.mil.
This acquisition contains no set-aside designations and represents an unrestricted competition. The contract period runs for three years from April 12, 2026 through April 7, 2029, structured as two consecutive eighteen-month tiers. The solicitation was amended on February 12, 2026 to replace the original Schedule of Items (Attachment #1) with a Revised Attachment #1, though all other terms and conditions remain unchanged and the proposal deadline was not extended. The delivery schedule specifies multiple delivery locations with varying frequencies ranging from two to five times per week for Group 1 installations and three to four times per week for Group 2 hospital facilities, all within defined morning delivery windows. Performance will take place across Maryland, Virginia, and Washington D.C., with specific delivery points and contact information provided in the delivery schedule attachment for coordination purposes.
