About this opportunity

The Indian Health Service Albuquerque Area Office seeks to procure staffing services for Four (4) Administrative Support Assistants to support the Santa Fe Indian Health Center through a Firm-Fixed-Price Request for Proposal under solicitation number 75H70726Q00035. The contractor must provide qualified administrative professionals to assist with office automation, appointment scheduling, correspondence management, reception services, and timekeeping duties. Required qualifications include a high school diploma or GED, valid driver's license, proficiency in MS Word/Excel/Teams, database management skills, basic financial literacy, and event coordination capabilities; all personnel must pass criminal background investigations, security clearances, and health screening including vaccinations and TB testing before commencing work. Evaluation will be conducted on a best-value basis considering technical approach, key personnel qualifications, past performance, and price, with key personnel and past performance weighted as relatively more important than price. The proposal deadline was extended to March 13, 2026, at 12:30 PM MST, with questions due by the same date; proposals must be submitted in four volumes: Technical Approach (20 pages maximum), Key Personnel/Qualifications (20 pages maximum), Past Performance (12 pages maximum), and Price Quote, with a minimum of six contractor profiles required for selection of the four positions.

This procurement is set-aside under the Buy Indian Act exclusively for Indian Small Business Economic Enterprises, with only one award anticipated from this solicitation. The contract structure includes a base period from TBD 2026 to TBD 2027 plus four optional one-year extension periods, for a maximum total duration of five years, with an estimated annual billing of 8,320 hours per year (four employees at 2,080 hours each) subject to Service Contract Act wage determination requirements starting at $35.68 per hour for Administrative Assistants plus fringe benefits. No incumbent contractor is identified in the solicitation materials, indicating this is a new requirement rather than a transition from an existing contract. The primary place of performance is Santa Fe Indian Health Center in Santa Fe, New Mexico, with potential rotation to three outlying satellite clinics—Santa Clara Health Center, San Felipe Health Clinic, and Cochiti Health Clinic—located within the Albuquerque Area Indian Health Service jurisdiction. Work will be performed Monday through Friday, 8:00 AM to 5:00 PM, with an all-inclusive hourly rate required to cover travel expenses, per diem, lodging, and all applicable federal, state, and local taxes.
